About the role
The Maintenance and Site Services Office of Improvement is hiring a Program Manager 2 to lead the Program Development and Action Team within the Office of Improvement. This position reports directly to the MSS-OOI Group Leader and works in close coordination with MSS-DO, Facility Operations Directors, Maintenance Managers, and Field Office Representatives.
Responsibilities
- Develop a program to perform regular effectiveness evaluations, support MSS Conduct of Maintenance assessments, develop corrective action plans, consult on the development of IM actions, and actively lead or participate in coordinated updates to P950 and corresponding MSS documents.
- Build and sustain a program that ensures Nuclear and Non-Nuclear FODs have a group that can actively participate and serve as subject matter experts (SMEs) to help identify issues and provide support in implementing corrective actions without creating a conflict of interest.
- Interpret governmental regulations and Laboratory policies impacting the maintenance program to ensure compliance.
- Develop, monitor, validate the accuracy of, and audit performance data, reports, and other statistical information.
- Evaluate and recommend process, program, and procedural improvements.
- Provide issues management support, conduct reviews, and compile data.
- Train, coach, and provide mentorship of the assessment team.
Requirements
- In-depth knowledge and experience in conducting assessments, including Nuclear and Non-Nuclear Conduct of Maintenance Assessments, Effectiveness Evaluations, Program-Specific Assessments, and Readiness Assessments.
- In-depth knowledge of Conduct of Maintenance principles and corresponding policies, practices, procedures, and governing DOE Orders.
- Proficient in standard office software, including Microsoft Office products.
- Strong working knowledge of LANL applications and systems, including Oracle, MicroStrategy, Asset Suite, SAFER, BUILDER, UTrain, EDRMS, and I-Link or similar systems.
- Demonstrated ability in comprehensive program and process development, including the integration of cross-functional interfaces.
- Strong project management skills, including the planning, coordination, and execution of multi-phase initiatives.
- Experience in developing and maintaining extensive, multifaceted documentation related to policies, procedures, training, reviews and assessments, causal analyses, and corrective actions in accordance with government regulations, DOE requirements, and Laboratory policies.
- Experience engaging with stakeholders at all levels of the organization, building and maintaining effective working relationships, and communicating clearly and professionally through both written and verbal means.
- Experience creating and delivering presentations, facilitating discussions, and fostering collaboration to achieve organizational objectives.
Qualifications
- Bachelor's degree in a related field from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
