Job Description

The Director of Project Management for Open Education Resources (OER) is responsible for leading the strategic planning, execution, and continuous improvement of all OER project management functions.

Essential Functions

  • Strategic Project Management Portfolio Leadership: Leads the overall strategy and direction of the OER project portfolio, ensuring that all initiatives are aligned with the division's priorities and broader agency goals.

  • Project Delivery Oversight and Execution: Provides oversight to ensure all OER projects are executed with consistency, quality, and accountability.

  • Systems, Operations, and Continuous Improvement: Designs, implements, and continuously refines the systems and operational structures that enable scalable and efficient project management across the OER division.

  • Stakeholder, Vendor, and Fiscal Management: Ensures effective coordination and alignment across a diverse set of internal and external stakeholders, including content teams, leadership teams, vendors, and partners.

  • Team Leadership and Talent Development: Builds, develops, and leads a high-performing team of project managers, ensuring they have the skills, clarity, and support needed to execute effectively.

Qualifications

  • Education: Graduation from an accredited four-year college or university

  • Experience: At least five (5) years of experience in education, business, project management, or a related field

  • Other Qualifications: Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military

  • Project Management Professional (PMP) certification preferred

  • Experience in project management, communications, and/or strategy and implementation with internal teams, client and/or vendor-facing roles

  • Ability to effectively organize and complete multiple projects simultaneously, communicate across internal teams effectively, meet deadlines, and prioritize tasks to deliver quality products

  • Clear and efficient verbal and written communication skills with various audiences, including ability to design and deliver effective presentations and other public-facing documents

  • Ability to build relationships and communicate respectfully with vendors, internal stakeholders, and external stakeholders (teachers, Education Service Centers, LEA leaders, SBOE members)

  • A desire to self-reflect, give and receive feedback, and focus on continuous improvement

  • An agile mindset and the ability to complete additional project activities as assigned to meet team and office goals
