An industry-leading, employee-owned engineering and consulting firm is seeking a Deputy Program Manager to support the delivery of one of the largest water and wastewater capital improvement programs in the Southern United States.This role offers the opportunity to help lead a multi-billion-dollar infrastructure programme spanning water treatment, wastewater treatment, collection systems, pump stations, storage facilities, distribution networks, drainage improvements, roadway upgrades, and other critical public infrastructure projects.Working alongside senior leadership and key public-sector stakeholders, you will play a pivotal role in programme delivery, capital planning, project execution, regulatory compliance, and long-term infrastructure investment strategies. Key Responsibilities Support overall leadership and delivery of major water, wastewater, and public infrastructure programmes.Collaborate with the Program Manager to oversee capital improvement planning, budgeting, scheduling, and execution.Coordinate multidisciplinary teams across engineering, construction, project controls, communications, regulatory, and financial functions.Monitor programme performance, risk management, project controls, and financial outcomes.Assist with stakeholder engagement, public outreach, and executive-level presentations.Support negotiations with regulatory agencies and help ensure compliance with applicable requirements.Manage project communications between owners, consultants, contractors, and external stakeholders.Participate in business development efforts and help strengthen existing client relationships.Mentor and develop junior staff while supporting recruitment and team growth.Contribute to scope development, fee negotiations, procurement activities, and consultant management.Drive initiatives from concept through planning, design, construction, and closeout. Requirements Bachelor's degree in Engineering, Construction Management, or a related field.5+ years of relevant experience in water, wastewater, utilities, or capital programme delivery.Strong project or programme management experience.Excellent communication and stakeholder management skills.Ability to lead multidisciplinary teams and manage competing priorities.Experience with capital planning, infrastructure project delivery, design, or construction oversight.Strong analytical, organisational, and problem-solving abilities.High proficiency with Microsoft Office and project management tools. Preferred Experience Water and wastewater utility infrastructure.Capital improvement programmes (CIP) and programme management.Regulatory programmes, consent decrees, or compliance-driven infrastructure projects.Utility financial planning, budgeting, and asset management.Public-sector clients and municipal infrastructure.Construction management, project controls, or change management systems.Experience presenting technical information to executive and non-technical audiences.
