Program Management & Acquisition Support Specialist
About the role
Koniag Management Solutions, LLC, a Koniag Government Services company, is seeking a Program Management & Acquisition Support Specialist to support the Enterprise Program Management Office (EPMO) at the Defense Commissary Agency (DeCA) at Fort Lee, VA. On-site support is preferred but can consider a hybrid schedule.
Responsibilities
- Provide day-to-day program management support across pre-award, contract award, and post-award activities, with an emphasis on facilitating processes, coordinating stakeholders, and maintaining momentum toward program objectives.
- Facilitate the development and coordination of acquisition and program documentation, bringing together program, technical, contracting, financial, cybersecurity, and other stakeholders to obtain required inputs, resolve issues, and move actions forward.
- Apply knowledge of federal acquisition and contracting principles to help program teams understand how procurement and contract requirements affect program planning and post-award execution.
- Carefully coordinate and facilitate Integrated Product Teams (IPTs), working groups, program reviews, and contractor meetings, including tracking actions, decisions, risks, issues, dependencies, and milestones.
- Support post-award program execution by tracking contract deliverables, contractor performance, funding, periods of performance, options, modifications, service levels, and other key contractual commitments.
- Identify programmatic and contractual risks or gaps and coordinate with Program Managers, Contracting Officers, CORs, technical teams, contractors, and other stakeholders to facilitate resolution.
- Develop and maintain program schedules, dashboards, trackers, briefing materials, status reports, and leadership updates.
- Support the continued evolution of DeCA's PEO/PMO processes and governance, adapting program management practices to meet changing organizational and mission needs.
Requirements
- Bachelor's degree in business, program management, acquisition, contracting, information technology, or a related field.
- 7+ years of federal program management, acquisition, contracting, or related experience, preferably within DoD.
- Experience supporting a PMO, PEO, DoD requiring activity, or comparable federal program environment.
- Demonstrated experience facilitating cross-functional teams and acquisition/program processes from requirements development through contract award and post-award execution.
- Experience developing, reviewing, or coordinating federal acquisition documentation, with the ability to facilitate the documentation process rather than solely serve as a technical writer.
- Experience supporting IT, software, systems integration, digital modernization, or professional services programs preferred.
Qualifications
- Working knowledge of the federal procurement and contract lifecycle, including both pre-award and post-award activities.
- Understanding of FAR/DFARS and DoD acquisition principles sufficient to support program teams and effectively coordinate with contracting professionals.
- Strong facilitation and stakeholder management skills, with the ability to bring diverse teams together, resolve competing priorities, and drive actions toward completion.
- Ability to adapt to an evolving PEO environment, establish effective processes, and operate across multiple programs and functional organizations.
- Ability to interpret program and contract requirements and translate them into actionable milestones, activities, and management priorities.
- Strong organizational, analytical, verbal, and written communication skills.
- Ability to develop concise executive briefings, dashboards, schedules, trackers, and program status reporting for Government leadership.
- Ability to collaborate with a strong team of contract and government staff.
