Program/Finance Analyst
Job Duties and Responsibilities
- Provide planning, programming, budgeting, and execution guidance and make recommendations to internal and external personnel.
- Collect, structure, and analyze data pertaining to program execution versus program requirements for use in meetings, briefings, and various out-year reports for the Division and multiple branches within C5ISR.
- Review assigned fiscal programs and monitor the use, rate of obligation, and expenditures of funds throughout all phases of the program.
- Provide input/justifications to monthly variance reports on programs that have not achieved monthly OSD obligation/disbursement goals.
- Track the breakout to the branch level of all incoming funding documents against approved Functional Support Agreements (FSAs) and Memorandums of Understanding (MOUs) / Memorandums of Agreement (MOAs).
- Maintain financial records for assigned program funding with a high degree of accuracy.
- Provide assistance to Division Chief, Branch Chief, Project Leaders, and other agencies on the status and availability of funds on assigned accounts, as well as all aspects of the command and installation budget process, which may apply to their programs.
- Coordinate with the respective Program Planning Team Lead to ensure taskers and any given assignments are completed in a timely manner.
- Provide advice and guidance on all assigned financial-related matters.
Required Qualifications
- Bachelor's degree with 5+ years analyzing/supporting government programs required; in lieu of a bachelor’s degree, twelve (12) years of related experience.
- Must be able to maintain and obtain a US Government Secret Clearance.
- Please note that US Citizenship is required to obtain and maintain a Secret Clearance.
- Experience developing program financial reporting documents.
- Detail-oriented with excellent technical, verbal, and written communication skills.
- Direct experience with the DoD 5000 series regulations and in-depth knowledge to apply a wide range of analytical measurement skills to assist product teams with developing, maintaining, and coordinating Milestone Decision Authority acquisition packages for Milestone approval.
- Government program management experience to include budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.
- Must have 5 years’ direct experience with verbal and written communication, including presentations and/or briefings to product managers, division chiefs or equivalent grade.
Preferred Qualifications
- Bachelor’s degree in Business, Accounting, Program Management, Engineering or other related degree.
- Experience with Army financial systems used to transfer funding and to track costs.
Compensation and Benefits
- Hiring Salary Range: $100-$125k annually (salary to be determined by the education, experience, knowledge, skills and abilities of applicant internal equity, and alignment with market data).
