Program Director
Tenants
The Program Director ensures tenants receive quality and appropriate services per organizational principles and program requirements. They also ensure DHS tenant referrals are eligible and certified for the program.
The Director oversees the Case Management team, who execute tenant services properly and on schedule, including intakes and assessments, case management sessions, service coordination and advocacy, housing stability and independent living workshops, and eviction prevention.
The Director develops and implements tenant support programs such as Workforce Development, Financial Literacy, and other services to enhance independent living. They also develop and maintain a resource network, inclusive of formal and informal partnerships and service agreements, of external providers and organizations that offer support and direct services to tenants.
Program Management
The Program Director ensures compliance with funding contracts, partnership and service agreements, and all applicable city, state, and federal laws, rules and regulations. They complete corrective action plans as needed and ensure program and contractual deliverables are met.
The Director evaluates program performance and productivity outcomes and develops enhancement strategies for underperforming areas. They ensure CHI program KPIs are aligned with metrics and deliverables and update and maintain Policy and Procedure manuals in compliance with DHS contract, CHI policies, and the Master Lease.
The Director disseminates and enforces policies and procedures to all program and property management staff. They assist with procurement and contract administration activities by ensuring accurate scopes of work and program deliverables for the site. They submit program reports correctly and on schedule to CHI, DHS, and oversight agencies.
The Director ensures proper and timely follow-up for incidents reporting to DHS and CHI. They ensure staff are properly trained and certified per OTDA and DHS rules, including one-time and recurring trainings and certifications. They ensure site staff adhere to CHI code of conduct and abide by contractual, city, state, and federal rules and regulations.
Property Management
The Program Director ensures rent collection rates meet or surpass CHI performance standards. They develop rent collection strategies to maximize collection rate, minimize late payments, and avoid eviction.
The Director monitors rent arrears collection to ensure timely collection and enforcement and compliance with rent collection policies. They ensure essential services including heat, hot water, electric and plumbing are operational; and apartment repairs and maintenance are performed timely.
The Director ensures the facility is code compliant with HPD, DOB, DHS, DOHMH, and OTDA. They ensure a safe, clean, and healthy residential environment for residents; and a safe, clean, and productive environment for staff.
The Director ensures facility maintenance practices meet COVID standards and are consistent with OTDA, DHS, DOHMH, and US OMH guidelines.
Supervision and General Duties
The Program Director directly supervises Case Managers and Property Manager. They troubleshoot difficult resident cases; intervene and directly assist in special needs cases. They document interactions and communications with and on behalf of residents in CARES, CAPS and AWARDS.
The Director performs other duties as assigned by Vice President, Chief Housing Officer or Chief Executive Officer.
