GovCIO is hiring a Program Director to lead a large-scale integration effort supporting U.S. Navy communications in San Diego, CA. This is a hybrid remote position requiring limited on-site support with the customer for task-related planning and reporting.

Responsibilities

  • Direct all phases of programs from inception through completion, ensuring cost, schedule, and technical performance.
  • Participate in contract negotiation and coordinate preparation of proposals, business plans, work statements, specifications, operating budgets, and financial terms.
  • Act as primary customer contact for program activities, leading review sessions to discuss cost, schedule, and technical performance.
  • Develop new business or expand the product line with the customer.
  • Establish milestones, monitor adherence to master plans, identify program problems, and obtain solutions (e.g., resource allocation or contractual changes).
  • Direct the work of employees from technical, manufacturing, and administrative areas.
  • Manage one or more programs of significant size and complexity, potentially overseeing an operating/field office and supervising professional and technical personnel.
  • Maintain aggressive efforts to achieve program objectives.
  • Prepare manpower staffing plans, including skill and labor mix, to support contract operations.
  • Monitor contract, subcontract, and funding; prepare forecasts of program financial performance.
  • Acquire follow-on business and support new business development by leading major proposals or through subordinate program/project managers.
  • Provide oversight to teams performing site surveys, system manufacturing, and integration efforts at multiple sites simultaneously.
  • Travel (CONUS) up to 25% of the time.
  • Develop business relationships with the U.S. Navy, ideally in Navy Region Southwest, and provide operations-level business development support for growth and proposal efforts.

Requirements

  • Bachelor’s degree with 8–12 years of relevant experience (or commensurate experience).
  • Active SECRET clearance.
  • PMP certification.
  • Experience supporting NIWC PAC and interfacing with Program Office-level senior leadership.
  • Experience managing large-scale integration projects with diverse teams of prime and subcontract labor.
  • Understanding of U.S. Navy communications and engineering project execution and standards.
  • Experience managing program-level P&L, balancing finances, task scheduling, partner management, resource management, program performance analysis, and risk analysis/reporting.

Preferred Qualifications

  • Understanding of U.S. Navy Submarine Very Low Frequency communications.
  • Established knowledge of NIWC PAC and LANT relationships, standards, and processes.
  • STEM-focused bachelor’s degree.

Pay

USD $170,000.00 – USD $190,000.00 per year.
