About the Role

The City of San Diego is seeking a dynamic and innovative professional to join the People & Organizational Development (POD) team within the Human Resources Department. This position develops and implements strategies, policies, and employee initiatives that enhance employee development, engagement, and organizational effectiveness. The successful candidate will blend strong technical expertise in learning and development with group/individual facilitation experience, troubleshoot proactively, and execute training programs from conception to delivery. Strong political acumen and stakeholder relationship navigation are essential. This hybrid remote/in-person role is based at 1200 Third Avenue, San Diego, CA 92101, and reports to the POD Program Manager, with potential supervisory responsibilities.

Responsibilities

  • Develop program strategies and execute training programs for first-line supervisors and mid- to senior-level managers, including in-person and virtual options.
  • Create and coordinate required training programs and policies for supervisors and employees.
  • Use data to develop reports, analyze trends, and identify gaps to inform strategy and policy direction.
  • Design and deliver custom learning content aligned with organizational demands and best practices, including e-learnings and live, instructor-led trainings.
  • Facilitate small and large group team sessions and organization development work as needed.
  • Administer the learning management system (SAP SuccessFactors Learning), including policy, procedure, and system governance, and provide technical support.
  • Coordinate and manage biweekly, in-person Citywide new employee orientation, collaborating with stakeholders and management.
  • Design digital learning experiences using modern instructional design principles.
  • Create multimedia learning resources, job aids, videos, and other support materials with a focus on graphic design and layout.

Requirements

  • Bachelor’s degree in Communication, Education, Psychology, Industrial/Organizational Psychology, Management, Business or Public Administration, or a related field.
  • Five years of professional-level experience in a relevant role.
  • Administrator experience using a learning management system.
  • Experience in e-learning design platforms.
  • Demonstrated experience managing and delivering programs across an organization comparable in size and complexity to the City of San Diego.

Preferred Qualifications

  • Graduate-level degree in a related field.
  • LMS experience using SAP SuccessFactors.
  • Proficiency with Articulate (e.g., Storyline or Rise) for designing, developing, and delivering engaging e-learning content and training materials.

Salary: $153,504.00 per year.
