Program Compliance Monitor

The Program Compliance Monitor ensures program operations align with federal, state, and local regulations, supporting high-quality, safe services for children and families. Responsibilities
- Maintain accurate documentation and reporting
- Support continuous quality improvement across programs
- Monitor compliance with HSPPS, CACFP, Arizona licensing, and health/safety standards
- Conduct record reviews, audits, and on-site visits
- Identify areas of non-compliance and provide technical assistance
- Partner with leadership to develop and implement corrective action plans
- Track compliance outcomes and follow up on required improvements
Requirements
- Bachelor's degree in Early Childhood Education, Human Services, Public Health, or a related field
- Minimum of two (2) years of experience in Head Start, early childhood education, childcare licensing, program monitoring, compliance, quality assurance, or a related field
- Working knowledge of Head Start Program Performance Standards (HSPPS), CACFP regulations, Arizona Child Care Licensing requirements, and Caring for Our Children health and safety standards
- Experience reviewing records, conducting audits, or monitoring activities, and maintaining compliance documentation
- Strong organizational skills with attention to detail and the ability to manage multiple priorities and deadlines
- Proficiency in Microsoft Office applications, database systems, and electronic record-keeping
- Excellent written and verbal communication skills, including the ability to prepare reports and provide technical assistance to staff
- Ability to maintain confidentiality and exercise sound judgment when handling sensitive information
- Ability to successfully pass all required background checks and meet Head Start and Arizona licensing requirements for employment
- Possess an insured & reliable vehicle and a valid AZ driver’s license
- Reliable transportation and the ability to travel to program sites as needed
- Valid Arizona Fingerprint Clearance Card - OR - must qualify for a valid Arizona Level One Fingerprint Clearance Card
- DES Criminal Affidavit Required
- AZ DHS Criminal History Affidavit Required
- FPC DPS Verification Required
Qualifications
- Three or more years of experience in Head Start program monitoring, compliance, or quality assurance
- Experience preparing for or supporting federal Head Start reviews and state licensing inspections
- Knowledge of continuous quality improvement and risk assessment practices
