Key Responsibilities
- Develop, track, and maintain multi-year budget forecasts to ensure alignment with mission priorities and resource strategies.
- Monitor and advise on cost, schedule, and performance baselines, leveraging Earned Value Management (EVM) principles to evaluate budget execution and identify variances.
- Provide execution justifications that effectively address financial performance, funding changes, and associated impacts.
- Deliver periodic cost and performance analyses, ensuring recommendations align with strategic goals.
- Create detailed financial documentation, including spending plans, program change requests, and briefings, and facilitate reviews with stakeholders to secure buy-in.
Unfunded Requirements And Resource Management
- Identify, track, and document unfunded requirements (UFRs), including developing robust cost estimates and priority recommendations based on mission needs.
- Evaluate resource gaps and assist in identifying and implementing mitigation strategies to address critical funding shortfalls.
- Provide thoughtful analysis and structured recommendations to reprioritize resources or advocate for increased funding to resolve UFRs.
Impact Analysis and Risk Mitigation
- Conduct impact assessments to analyze the downstream effects of funding adjustments on program delivery, resource availability, and mission timelines.
- Collaborate with program managers and technical leads to anticipate resource risks and develop mitigation plans for constrained funding scenarios.
- Measure program performance against planned objectives and optimize resources for maximum efficiency and effectiveness.
- Utilize EVM concepts and metrics (e.g., CPI, SPI, BAC, and EAC) to understand and communicate budget health to stakeholders and decision-makers.
Stakeholder Collaboration and Reporting
- Serve as a trusted financial and programmatic advisor to government stakeholders, fostering alignment between mission requirements and financial strategies.
- Compile and analyze execution data to prepare detailed reports, white papers, and presentations for senior leadership and external partners.
- Facilitate compliance with federal funding requirements, ensuring organization-wide adherence to guidelines governing fiscal management, accounting, and reporting.
Qualifications
- Education within a STEM field of study (e.g., Finance, Accounting, Economics, or related).
- Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience; PhD and 0 years related experience.
- Must be a US Citizen.
- Must possess and maintain a Top Secret (TS)/Sensitive Compartmented Information (SCI) clearance with current Poly.
- PMP is a plus, but not required.
- Earned Value Professional (EVP) or other advanced credentials in EVM is a plus.
- Certified Government Financial Manager (CGFM) or equivalent certification is a plus.
Pay
Target salary range $120,001 - $160,000.
