Program Applications Specialist - PACS Administrator
About the role
The Program Application Specialist - Picture Archive and Communications System (PACS) Administrator is responsible for providing guidance, instruction, maintenance, and troubleshooting services in the day-to-day operations of the PACS. This position requires knowledge of computer systems and imaging systems in a LAN and WAN based environment.
Responsibilities
- Oversees the processing of image film requests and imaging report requests from the Release of Information (ROI) Department to Physicians outside of the Medical Center.
- Responds in a timely manner on all reports requested by the Chief of Radiology.
- Communicates and treats customers (Veterans, their representatives, visitors, and all other VA Staff) in a courteous, tactful, and respectful manner.
- Handles conflict and problems in dealing with the customer constructively and appropriately.
- Ensures digital image quality standards and post-processing parameters are maximized for the best clinical results.
- Provides training on image management, image archive, workstation functionality, and film digitizers.
- Generates the incomplete exam report twice daily and provides the Chief of Radiology with the information on the exams that cannot be corrected without staff intervention.
- Analyzes problems and determines the appropriate course of action required to correct problems.
- Solves technical problems with hardware, software applications, system, and user access.
- Collaborates with a comprehensive technical imaging team (Information Technology, PACS Managers, Biomedical Engineers, Chief Radiological Technologist, and Radiology Service Chief) to prepare documentation of the organization's imaging systems, hardware systems, and network nodes.
- Prepares and maintains all up-to-date schematic diagrams with layout and location of all equipment, including type, specifications of all cabling, routers, switches, etc.
Requirements
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, July 20, 2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position, you must have served 52 weeks at the GS-05. For a GS-09 position, you must have served 52 weeks at the GS-07. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEVOA) appointment.
Qualifications
To qualify based on experience, applicants must meet all requirements by the closing date of this announcement. For GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include knowledge and experience with computer systems and imaging systems, knowledge of processing Release of Information (ROI), and knowledge of conversion of analog diagnostic film images into DICOM digital format for on-screen review and electronic storage, using film digitizer, as needed. (Knowledge and/or experience must be evident on resume. Make sure your resume includes start and end dates with month and year, specific duties, and whether the position was full-time or part-time; for each work experience entry.) OR - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have one full year of progressively higher-level graduate education. This education is directly related to the position to be filled. (Transcripts required) OR - Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond first year graduated education.

Examples of specialized experience would typically include knowledge and/or experience with computer systems and imaging systems, knowledge of imaging concepts consisting of Fluoroscopy/Radiography, Nuclear Medicine, Vascular/Interventional, Cardiology, Computed Tomography, Mammography, Ultrasound and Magnetic Resonance Imaging modalities, and knowledge and/or experience with conversion of analog diagnostic film images into DICOM digital format for on-screen review and electronic storage, using film digitizer, as needed. (Knowledge and/or experience must be evident on resume. Make sure your resume includes start and end dates with month and year, specific duties, and whether the position was full-time or part-time; for each work experience entry.) OR - Education: Applicants may substitute education for the required experience.
