Program and Management Analyst
This is a permanent, full-time federal position with the Air Force Civilian Service (AFCS) at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), Joint Base San Antonio-Lackland/Kelly, TX. Telework is situational only; this position is not eligible for remote work. Up to 25% travel may be required.
About the role
The primary purpose of this position is to serve as a Senior Analyst in the Personnel Directorate, providing managers with objectively based information for making decisions on administrative and programmatic aspects of AFIMSC level programs. Responsibilities include researching, developing, and recommending new and innovative corporate policies, practices, and processes for the management of human resources.
Responsibilities
- Develop and recommend human resources policies and guidance for AFIMSC activities, performing continuous appraisal of human resources utilization to accomplish objectives and goals.
- Advise commanders, supervisors, and managers on personnel issues, including those involving organizations with a wide range of professional, scientific, administrative, and highly technical positions.
- Develop and recommend programs and processes to achieve strategic goals and objectives.
- Serve as an authority advisor on proposed changes impacting human resources, such as reorganizations, realignments of functions, and legislative changes.
- Brief representatives of service organizations and serve as a human resources advisor/expert in high-level meetings, conferences, and work groups.
- Lead ad hoc teams comprised of functional and support representatives to address specialties in human resources management, including civilian personnel, military personnel, and manpower.
- Design and conduct comprehensive studies to prepare solutions for broad and substantive problems related to work operations in major Center programs.
- Gather, assemble, and analyze facts; draw conclusions; devise solutions; identify trends; and prepare briefings and reports.
- Interpret broad guidance, reconcile discrepancies, and develop workable methods to achieve program goals.
- Negotiate group positions on controversial issues and direct team efforts to develop solutions to complex problems.
Requirements
- U.S. citizenship is required.
- Males must be registered for Selective Service (see www.sss.gov).
- Must be able to obtain and maintain the appropriate security clearance.
- May be required to work irregular shifts or overtime.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. This includes leading and coordinating staff operations by advising leadership, developing policies and plans, overseeing programs and resources, and resolving organizational issues to support mission objectives.
Qualifications
- Knowledge of analytical and evaluative methods for long-range strategic planning in human resources and providing input on legislative and regulatory changes.
- Comprehensive knowledge of USAF, AFMC, and AFIMSC organizations, programs, missions, and functions to analyze and determine human resources plans and initiatives.
- Expert knowledge of advanced management and organizational principles, along with human resources functions (e.g., civilian personnel, military personnel, and manpower).
- Skill in conducting studies and preparing solutions for broad, substantive problems related to work operations.
- Ability to interpret broad guidance, reconcile discrepancies, and develop workable methods to achieve program goals.
- Ability to recognize and analyze problems, conduct research, and summarize results to make recommendations.
- Ability to meet and deal with customers, co-workers, management, and leadership with tact and diplomacy.
- Mastery of management concepts, principles, and policies to apply them to assigned programs and projects.
Pay
This position has a typical 2026 salary range of $76,463 - $118,204 (without locality).
