About the role

The selected candidate will perform Functional Economic Analysis (FEA) to evaluate the costs of alternative ways to accomplish functional objectives. This role provides cost estimating and financial management support throughout the program lifecycle, presenting plans, recommendations, analyses, and advice to customers, site managers, and project teams.

Responsibilities

  • Prepare studies, plans, and analyses in support of delivery orders.
  • Execute F/A-18E/F and EA-18G Service Life Assessment Program (SLAP)/Service Life Extension Program (SLEP) and F/A-18 E/F Service Life Extension (SLM) Program Indefinite Delivery/Indefinite Quantity (IDIQ) contracts task orders from start to finish.
  • Establish contract processes to request estimates, conduct technical evaluations, negotiate, and award task orders efficiently.
  • Draft Requests for Proposals (RFPs) for future task orders and analyze contractor proposals.
  • Participate in meetings and negotiations for technical evaluations of proposals.
  • Create Procurement Initiation Documents (PIDs), Procurement Management Tool (PMT) records, and all required documentation for routing PID packages for approval.
  • Create Purchase Requests in the financial system (N-ERP) to route to Business Financial Managers (BFMs).
  • Develop Statements of Work (SOW), Contract Data Requirements Lists (CDRLs), and provide contract attachments such as DD254s, Government-furnished equipment lists, Independent Government Cost Estimates, Cost and Software Reporting Plans, Technical Directive Checklists, and CDRL Addressee Lists.
  • Enter funding into the Navy ERP system for task orders/delivery orders.
  • Review contracts prior to release to ensure accuracy and alignment with program office needs.
  • Manage budget and requirements with Integrated Product Teams (IPT) to ensure appropriate fund allocation.
  • Create obligation-phasing plans, spend plans, continuing resolution plans, and Program Objective Memorandum (POM) submissions.

Requirements

  • 5–12 years of hands-on experience in the responsibilities listed above.
  • Strong analytical, problem-solving, and interpersonal skills.
  • 3 or more years of hands-on experience with Acquisition Management Systems (AMS) suite of tools; experience with CDRLs, PMTs, and CSPT is strongly preferred.
  • 3 or more years of hands-on acquisitions experience.
  • BS/BA degree preferred.
  • Active Secret clearance or above (must be a U.S. citizen).
