About the Role
This position is within the General Administration Career Field and is designated as Non-Sensitive with no access requirements. The role may be subject to a one-year probationary period, during which the agency evaluates fitness and whether continued employment advances the public interest.
Responsibilities
- Manage budget development, defense, and execution activities for complex Civil Works programs across multiple appropriations.
- Monitor project funding, budgets, schedules, and financial performance to ensure effective program execution and compliance with funding requirements.
- Coordinate with federal, state, and internal partners to resolve budget issues and support project planning and execution.
- Analyze financial and program data to develop budget recommendations and advise leadership on funding and program status.
- Prepare and present budget and financial information to senior leaders and representatives from federal and state agencies.
- Ensure compliance with applicable financial policies, regulations, and program requirements while overseeing multiple funding sources and project authorizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty Travel (TDY) of 10%.
- U.S. Citizenship is required.
- Direct deposit of pay is required.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- This position is Non-Exempt from the Fair Labor Standards Act.

To qualify, you must meet the following experience requirements:
- One year of specialized experience, which includes:
- Planning, tracking, and managing program budgets, funding, and project schedules for civil works;
- Analyzing financial and program data through automated project management and financial management systems;
- Coordinating with internal and external team members, providing guidance on budget and program management, and advising leadership on program status and resource needs.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
