Program Analyst.

Responsibilities

• Draft report bill language for authorization of studies and projects.
• Coordinate directly with study/project managers, Division Chiefs, programming and Executive Office personnel in MVD, and HQUSACE Programs Division staff.
• Prepare programming and budgetary projections for GI, CG, O&M, etc., for District civil works activities for the next ten years.
• Analyze and evaluate policy directives issued by higher authority concerning the civil works program and Initial Budget submissions to determine their effects on the District’s programs, policies, and procedures.
• Coordinate with the project manager in PPPMD and the O&M and MR&T managers, advising them on phases to be recommended in the budget year and in each of the ensuing nine fiscal years.
• Interpret programming and budget directives, formulate instructions, and ensure District operating elements understand the directives.

Requirements

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience

One year of specialized experience which includes:

• Executing various budget and/or project management processes such as preparing obligation and expenditure budget submissions, coordinating updates of cost estimates, tracking obligations and/or expenditures, monitoring project obligation, expenditure, and/or milestone schedules.
• Utilizing financial management systems and/or project scheduling software.
• Working within a team to develop and/or implement process improvements in financial management.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

Education

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional Information

• This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full-time telework.
• This is a pay banded position. The NH-03 band encompasses grades GS-12 and GS-13 under the General Schedule (GS) system.
