PROGRAM ANALYST

About the Role

You will serve as a Program Analyst at Navy Munitions Command Atlantic (NMCLANT) Unit Norfolk, providing information for decisions on the administrative and programmatic aspects of the Unit's programs.

Responsibilities

• Identify problems, review standards, and make recommendations for improvements.
• Review reports and studies to ensure requirements are met and appropriate rules and regulations are utilized.
• Assist in the development of directives and the design, development, documentation, and implementation of programs.
• Manage the Unit’s Explosives Safety Qualification and Certification Program.
• Collect hours worked and tonnage of ammunition, components, and accessories moved/handled.
• Assess procedures for compliance with regulations, enhance efficiency, reduce redundancy, and lower costs.
• Maintain a training program, schedule courses, review qualification standards, and training requirements.
• Perform inventories, inspections, audits, and samples on the Unit’s stockpile in conjunction with Accountability Control Team (ACT) personnel.
• Operate a database, prepare presentations, and analyze data relating to explosive safety for personnel, equipment, and material.
• Provide requests to perform maintenance and repairs on magazines and facilities.
• Coordinate with NAVOSH and explosive safety inspections in support of Explosive Safety Self-Assessment (ESSA) with the Explosive Safety Office.
• Create graphic presentations from raw data using spreadsheets, graphics, database, and word processing software.
• Utilize Advanced Skills Management (ASM) to upkeep the Command’s Qualification Certification Program.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Retired military members appointed within 180 days of retirement are subject to provisions of 5 U.S. Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• Must obtain and maintain a current valid United States driver’s license.
• Must obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to maintain clearance may result in withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes:

• Applying the requirements of an Explosive Safety Qualification and Certification program.
• Applying analytical and evaluative techniques to identify and resolve procedural or factual issues.
• Using qualitative and quantitative analytical techniques such as task analysis, charting, and graphing.
• Applying regulations, instructions, and standard operating procedures (SOPs).
• Applying naval correspondence procedures and practices to produce reports.
• Utilizing software such as Microsoft Excel, Word, PowerPoint, Access, and others to create documents, reports, spreadsheets, charts, graphics, and presentations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and skills.

Education

Applicants may substitute the following education for the required experience, provided it demonstrates the necessary knowledge, skills, and abilities:

• A master’s or equivalent graduate degree, or
• Two full years of progressively higher-level graduate education leading to such a degree, or
• An LL.B. or J.D., if related.

Equivalent combinations of education and experience may be used to meet total qualification requirements.
