About the role
The PROGRAM ANALYST will serve in the Program Management Office-Information Technology (Code 1531), Enterprise Business System Division (Code 1530) of NORFOLK NAVAL SHIPYARD.Current employees
Current permanent employees of UIC 42158, DoD Military Spouse Preference (MSP) eligibles, DoD Military Reserve (MR) and National Guard (NG) Technician Preference eligibles, DoD Retained Grade Preference eligibles, and VEOA eligibles are eligible.Responsibilities
- Conduct analysis and prepare plans to manage system planning and development for maintenance systems and industrial processes.
- Participate in the analysis and evaluation of systems to ensure performance risks and security vulnerabilities are identified and mitigated.
- Collect information and data related to information technology issues within NAVSEA Enterprise.
- Conduct system software and hardware analysis and prepare requirements specification documents such as business process workflow, data and system connectivity documents.
- Research, prepare, and implement data management processes used for developing.
- Plan, design, and develop training programs including training presentations, manuals, guides, work activities, and evaluation criteria.
Requirements
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy must successfully pass the E-Verify employment verification check.
- Must meet time-in-grade requirements by the closing date of this announcement.
- May require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
- Must be able to wear personal protective equipment continuously for the duration of the work shift.
Qualifications
- At least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector, demonstrating the following:
- Applying Federal, DOD, and Navy Procurement and contracting regulations and the DOD/DON Planning Programming, Budgeting, and Execution (PPBE) processes.
- Applying the knowledge of the mission, policies, functions, structure, operations, and processes necessary to perform Maintenance for Navy Ships and Submarines.
- Planning and coordinating the configuration management, installation, and final testing of information technology systems working closely with customer officials.
- Communicating effectively, as an authoritative spokesperson for the Command.
- Applying knowledge of the Information Technology Life Cycle for Systems Development and standardized system development processes including Capability Maturity Model and ISO.
- Applying knowledge of the private and public shipyard industry and its interrelationships to the Navy Shipyards NAVSEA, Fleets, OPNAV, and CNO, etc.
