PROGRAM ANALYST
About the role
You will serve as a senior-level Program Analyst and designated Contracting Officer's Representative (COR) supporting the Acquisition Department of NAVY CYBER WARFARE DEVELOPMENT GROUP. Duties include providing expert analytical, advisory, and oversight services for complex acquisition programs and contracts, ensuring contractor performance aligns with statutory, regulatory, and mission requirements, monitoring contractor performance for compliance with contract terms, performance work statements (PWS), service level agreements (SLAs), and deliverable schedules, and conducting risk identification and mitigation planning in coordination with Program Management Office (PMO).
Responsibilities
- Provide expert analytical, advisory, and oversight services for complex acquisition programs and contracts.
- Maintain programmatic and financial oversight consistent with Federal Acquisition Regulation (FAR) and agency policy.
- Monitor contractor performance for compliance with contract terms, PWS, SLAs, and deliverable schedules.
- Conduct risk identification and mitigation planning in coordination with PMO.
- Track obligation and expenditure rates against funding appropriations.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI).
- Must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period requirement.
- This is an acquisition coded position categorized as Program Management at the acquisition certification tier of Practitioner level.
Qualifications
- At least one year of specialized experience equivalent to the next lower grade level (GG/GS-12) or pay band in the federal service or equivalent experience in the private or public sector such as: Providing expert analytical, advisory, and oversight services for complex acquisition programs and contracts; Monitoring contractor performance for compliance with contract terms, performance work statements (PWS), service level agreements (SLAs), and deliverable schedules; Identifying performance deficiencies and recommending corrective actions to the Contracting Officer (CO); AND Conducting risk identification and mitigation planning in coordination with Program Management Office (PMO).
