Program Analyst
About the role
The primary purpose of the position is to serve as a Program Analyst supporting Primary Care Service by providing analytical, data management, and program support to improve access, patient flow, and the efficiency and effectiveness of primary care operations throughout VANCHCS.
Responsibilities
- Data collection, aggregation, trending, and analysis on identified operational and clinical issues affecting Primary Care Service.
- Develops, maintains, and uses a variety of statistical and narrative reports to support decision making, including access, wait time, workload, and productivity measures for primary care teams and related disciplines.
- Evaluates and compares models of primary care delivery within VANCHCS to determine feasibility, cost effectiveness, quality of care, accuracy of documentation, and effectiveness of established and new practices and programs.
- Collaborates with multiple disciplines to coordinate initiatives and implement strategies and actions related to process improvement, monitors and evaluates trends in facility reports to identify opportunities to improve primary care services.
- Utilizes the Specialty Productivity - Access Report and Quadrant tool (SPARQ) and related reporting tools to maintain current productivity and staffing methodologies for medical service specialties embedded within Primary Care.

Qualifications

- Specialized experience: One year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
- Education: Successful completion of a Master's degree or 2 full years of progressively higher level or LL.B. or J.D., if related graduate education leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position.

Physical Requirements
The work is primarily sedentary and is performed in an office setting. The incumbent typically sits comfortably to perform work at a computer, but there may be some walking, standing, bending, and carrying of light items such as papers, books, or small office equipment. No special physical demands are required to perform the work, although the incumbent may occasionally travel to other VANCHCS sites for meetings, trainings, or data collection activities.
