Major duties
- Ensure the VISN and its facilities are in full compliance with VHA and VA policy and regulatory requirements in all financial, managerial cost accounting, and utilization activities.
- Identify system inconsistencies and recommend solutions related to all aspects of the cost accounting program across multiple hospitals.
- Perform in-depth financial and clinical reporting that allows for innovation at individual Network sites as well as between Networks.
- Plan and implement a coordinated organizational approach to strategic planning utilizing DSS, HSS, and other analytical staff.
- Implement initiatives to assess goal achievements and cost benefits.
- Ensure standardized practices are utilized Network-wide in the administration functions of workload capture, cost allocation, RVUs, and labor mapping.
- Evaluate clinical and financial data across all levels of the network, with emphasis in financial and workload analyses (patient utilization).
- Use Office software to analyze large sets of data.
- Foster a corporate culture & public service, accountability, and excellence.
- Consult with all organizational levels in a hospital and other interested constituencies regarding both strategic and operational activities.
- Aid coworkers, task groups, and hospital administration in the decision-making process through problem analysis, needs assessment, and strategy development.
- Motivate a diverse group of top-quality professionals and administrative employees.
Qualifications
- To qualify for this position - applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement - 07/23/2026.
- Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
- For the GS-11 position you must have served 52 weeks at the GS-09.
- The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
- If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
