Program Analyst

About the role

This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure, located in the DISA - OC/PACIFIC.

Duties

• Analyzes and evaluates requests for the disclosure of Classified Military Information (CMI) and Controlled Unclassified Information (CUI) to foreign governments and international organizations.
• Applies National Disclosure Policy (NDP-1) and DoD foreign disclosure directives to determine the releasability of sensitive operational, intelligence, and technical information.
• Coordinates with intelligence, operational, and technical Subject Matter Experts (SMEs) to assess the national security impact of foreign disclosure and technology transfer cases.
• Provides foreign disclosure guidance, policy interpretation, and training to command staff, subordinate units, and program managers.
• Maintains accurate, up-to-date records of disclosure decisions, foreign liaison officer visits, and technology transfer documentation in approved tracking systems.

Requirements

• Must be a U.S. Citizen.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
• This position is designated Mission Essential.

Qualifications

To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. Qualifying experience is defined as:

• Evaluating and processing international requests for sensitive and proprietary information sharing by coordinating risk assessments with technical experts and providing authoritative policy compliance guidance to leadership; OR
• Experience assessing the national security and technology transfer risks associated with foreign disclosure cases.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications must be met within 30 days after the closing date of this announcement.

Education

Education must have been obtained in an accredited college or university recognized by the U.S. Department of Education. If using education completed in foreign colleges or universities, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application. There is no substitution of education for the qualifying experience at the GG-12 grade level.

• This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
• If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
• A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
• Telework availability will be based upon the mission requirements and supervisory determination.
• Individuals tentatively selected for drug testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment or placement.

• Salary plus Cost of Living Allowance (COLA) is authorized. This rate is subject to change without notice.
• This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
• In accordance with DoD Instruction 5132.15, the incumbent must obtain and maintain Basic-level Certification in the SC Execution Support Management Area of Concentration (AoC) through the DoD Security Cooperation Workforce (SCW) Certification Program. Upon assignment, the incumbent must complete all required basic-level courses within one year. Experienced SCW members may be eligible for a "test-out" option.
• SCW members must obtain one year of experience in the appropriate AoC at the appropriate level to be eligible for certification.
• Veterans' Preference will be applied to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C. in accordance with DoD Instruction 1400.25, Volume 3005.
• The authorized rate of pay may exceed the stated maximum salary rate range under certain circumstances.
