Duties

  • Helps Serves as an analyst on audit readiness functions within DLA Disposition Services, Risk Management Branch.
  • Prepares DLA Disposition Services personnel and supports the Independent Public Auditor (IPA) walkthroughs to include monitoring/approving provided by clients (PBC) requests and responses that are submitted to the Independent Public Auditor.
  • Develops, designs and implements risk assessments and internal control testing based on OMB Circular A-123 requirements.
  • Collaborates with multiple DLA agencies and internal levels, as well as Military services on Internal Control/Risk Management programs.
  • Conducts process walkthroughs to identify risks.
  • Identifies and remediate gaps in business processes/internal controls; provide status updates and challenges to leadership.
  • Compiles, analyzes, and articulates risk assessment and internal control testing results to support risk mitigation planning and process improvement.

Requirements

  • Must be a U.S. citizen.
  • Tour of Duty: Set Schedule.
  • Security Requirements: Non-Critical Sensitive with Secret Access.
  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
  • Fair Labor Standards Act (FLSA): Exempt.
  • Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
  • Bargaining Unit Status: No.
  • Recipients are required to have a REAL ID or other acceptable identification documents to access certain federal facilities.

Qualifications

  • To qualify for a Program Analyst your resume and supporting documentation must support:
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector.
  • Creditable specialized experience includes:
  • Conducting risk identification, assessment, and mitigation activities.
  • Developing plans of action with emphasis on the timing of key milestones, monitoring progress and status and overall program accomplishments.
  • Resolving problems associated with programmatic risk and relevant controls.
  • Creating executive level presentations, coordinating, and briefing customers and managerial chain of command.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
