Program Analyst.
Responsibilities
- Provides management advice, identifying and proposing solutions to difficult DLA Human Resources program issues such as those related to Awards, Award Ceremonies, New Employee Orientation, Offboarding, Employee Assistance Program, Telework, and Performance Management.
- Analyzes highly complex issues related to program analysis, productivity, and productivity improvement, as well as long-range planning.
- Conducts studies, analyzes findings, and makes recommendations on substantive operating programs involving primary missions of DLA organizations, including Awards, Award Ceremonies, New Employee Orientation, Employee Assistance Program, Telework, and Performance Management.
- Performs non-financial audits of program and administrative records to determine compliance with agency policies and regulations, assess staff utilization, and evaluate the effectiveness of program administration.
- Develops new or modified guidelines and procedures for administering program services and automating work processes.
- Prepares project papers, staff reports, and delivers training and briefings on assigned programs to encourage understanding and acceptance of findings and recommendations.
Requirements
Conditions of employment:

Qualifications
To qualify for a Program Analyst, your resume and supporting documentation must support one of the following:
Specialized Experience
- GS-11: One year of specialized experience equivalent to the GS-09 level, including:
- Assisting in studies analyzing findings and making recommendations on ways to improve the effectiveness and efficiency of program operations.
- Assisting with the development of new or modified guidelines and procedures for administering program services.
- Advising management on program issues such as those related to employee assistance.
- GS-12: One year of specialized experience equivalent to the GS-11 level, including:
- Conducting studies, analyzing findings, and making recommendations on ways to improve the effectiveness and efficiency of program operations.
- Independently developing new or modified guidelines and procedures for administering program services.
- Advising management on program issues such as those related to Awards, Award Ceremonies, New Employee Orientation, Offboarding, Employee Assistance Program, Telework, and Performance Management.
Education Substitution
- GS-11: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree. Education must be from an accredited institution. You MUST submit a transcript as supplemental documentation.
- GS-12: There is no education substitution at this grade level.
Combination
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade level GS-11. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
Foreign Education
If using education completed in foreign colleges or universities, you must show that the education credentials have been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program.
