About the Role

This position is with the Division of Air Resources. The role involves supervising day-to-day activities of Assistant Engineers and Environmental Program Specialists, providing regulatory oversight for facilities emitting regulated pollutants, and performing administrative duties.

Responsibilities

  • Provide clear direction to staff regarding assigned responsibilities and priorities.
  • Assign Title V and Air State Facility permit applications and other projects to staff, oversee review and processing, and track progress to ensure timely completion.
  • Conduct regulatory oversight for facilities emitting regulated pollutants, including site inspections, document reviews, permit writing, and complaint responses.
  • Perform administrative duties such as time and attendance tracking, travel coordination, equipment usage, and performance evaluations in compliance with Department and Program policies, including health and safety.

Requirements

  • Must meet one of the following eligibility criteria:
    • Reassignment: Currently employed in the title at DEC.
    • Reinstatement Eligible: Previously held the title on a permanent competitive basis or held a transfer-eligible title.
    • Transfer Eligible: One year of permanent competitive service at Salary Grade 22 or higher and either:
      • Eligible for transfer under Section 70.1 with one year of permanent competitive service in specified engineering titles (e.g., Professional Engineer 1 in Civil, Mechanical, Electrical, etc.).
      • Eligible for transfer under Section 70.4 or applying under the 55 b/c program (candidates must include approval documentation for 55 b/c).
  • For transfer under Section 70.4, NY HELPS, or 55 b/c programs:
    • A New York State Professional Engineer’s license and current registration and one of the following:
      • A qualifying bachelor’s degree or higher in fields such as Aeronautical Engineering, Civil Engineering, Environmental Engineering, Mechanical Engineering, or related disciplines.
      • One year of full-time qualifying engineering experience in sanitary, public health, or environmental engineering.
  • Must have a valid driver’s license or demonstrate the ability to meet the position’s transportation needs, including use of a state vehicle.
  • Use of personal protection equipment, including a respirator, may be required.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the program, the position may be filled via a non-competitive appointment, with potential future conversion to competitive status.

Schedule

  • Telecommuting may be available up to 50% of the work schedule (discussed at interview).
  • Overtime and overnight travel may be required.

Pay

  • Hiring Rate: $120,194 (includes statutory rate of $91,298, Increased Hiring Rate of $11,396, Geographic Pay Differential of $13,500, and Downstate Adjustment of $4,000).
  • Job Rate: $132,752 (includes statutory rate of $115,252, Geographic Pay Differential of $13,500, and Downstate Adjustment of $4,000).
  • For new State employees, the annual salary is the hiring rate. Promotion salaries are calculated in accordance with NYS Civil Service Law and union contracts.
