Professional Engineer 1 (Environmental) - NY HELPS

About the role

The Professional Engineer 1 (Env) will work under the general direction and supervision of the Bureau of Quality Assurance, AFS & Stationary Sources Section Chief.

Responsibilities

  • Develop and maintain a working knowledge of federal and New York State air regulations, policies, and guidance.
  • Maintain a working knowledge of the Title V and Air State Facility permits program and the current development of a new application to replace the existing Air Facility System (AFS).
  • Review analyses of greenhouse gas emissions and facility impacts relevant to the requirements of the Climate Leadership and Community Protection Act (CLCPA), implementing regulations, and DEC policy.
  • Conduct field inspections of air emission sources, which may include climbing and working on elevated surfaces, roofs, and stacks.
  • Review stack test protocols, relative accuracy test audits (RATAs), and continuous emissions monitoring systems (CEMS) designs and reports.
  • Continue learning updated monitoring methods, monitor performance specifications, and monitoring policies, including instrumental monitoring methods used with CEMS, performance specifications for CEMS, and 40 CFR Part 75 monitoring requirements and policies.
  • Continue learning isokinetic sampling methods and methods requiring chemical extraction.
  • Review compliance certifications and stack reports to ensure compliance with permit conditions and all state and federal regulations.
  • Enter necessary data into AFS, maintain it, and ensure its accuracy.
  • Evaluate and report violations of applicable air regulations to supervisor.
  • Supervise staff and inform immediate supervisors of progress and any emerging issues.
  • Travel to meetings, sites, and outside conferences as required.

Requirements

  • Strong verbal and written communication skills and ability to clearly present information and results.
  • Knowledge of air pollution control practices and procedures.
  • Ability to broaden knowledge of mandatory programs and engineering practices, including understanding technical documents and drawings.
  • Ability to perform engineering calculations using appropriate reference materials and engineering data.
  • Capability to travel to meetings, sites, and outside conferences as required.
  • Ability to deal effectively with colleagues, members of the public, government, vendors, consultants, and other outside entities.
  • Ability to understand and manipulate higher-level computer software programs.
  • Valid driver’s license or ability to meet the transportation needs of the position.

Qualifications

Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:

  • Eligible for transfer under Section 70.1: One year of permanent competitive service as a Plant Supt A, Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Geotechnical), Professional Engineer 1 (Civil/Structural), Professional Engineer 1 (Civil/Transportation), Professional Engineer 1 (Electrical), Professional Engineer 1 (Fire Protection), Professional Engineer 1 (Industrial), Professional Engineer 1 (Mechanical), or Professional Engineer 1 (Mechanical/HVAC). Additional qualifications may be required.
  • Eligible for transfer under Section 70.4. To transfer under Section 70.4 or to apply under the 55 b/c program, candidates must meet the minimum qualifications below. If applying under the 55 b/c program, candidates must include a copy of the approval letter from the Department of Civil Service.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment.

Minimum Qualifications for Transfer Under Section 70.4 or NY HELPS/55 b/c Programs

  • A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR
  • A New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above-listed engineering degrees.

Qualifying experience: One year of full-time experience in sanitary, public health, or environmental engineering.

Pay

The starting salary for this position is $98,298, comprised of a base salary of $91,298 with an additional geographic pay differential of $7,000. The job rate for this position is $122,252, comprised of a base salary of $115,252 with the same geographic pay differential.

Schedule

Telecommuting may be available up to 50% of the work schedule, to be discussed at the interview. Overnight travel may be required.
