About the role
This role supports several international programs primarily based at our Troy Hill site. The Production Operations Manager 3 will act as the primary manufacturing liaison to program management, oversee and manage product development, manufacturing, and test activities, and lead program review sessions with internal and external customers.
Responsibilities
- Acts as the primary manufacturing liaison to program management for development and execution of the manufacturing strategy
- Acts as primary product development, manufacturing, and test contact for program activities, leading program review sessions with internal and external customer to discuss operational aspects of technical, cost, and schedule performance
- Oversees and manages product development, manufacturing, and test, global supply chain, and mission assurance activities and serves as primary liaison to program management
- Affirms project and technical issues and develops and drives action plans and resolutions to meet productivity, quality, and stakeholder satisfaction goals and objectives

- Develops mechanisms for monitoring project progress and for intervention and problem solving with program managers, engineering, suppliers, line/cell managers, and customers
- Manages the operations CAM portion of program costs using EVMS methodology, inclusive of baselines, Comprehensive Estimates at Complete, monthly Business Management cycle requirements, and weekly/monthly cost reporting
- Captures and analyzes data to identify trends and opportunities for improvement
- Coordinates and leads the preparation of proposals; prepares and reviews all manufacturing Basis of Estimate justifications, creates master production schedules, and coordinates material planning and production scheduling to include all aspects of producing product through delivery
- Drives continuous improvement through mitigating risks and realizing opportunities
Requirements
- A Bachelor's degree with a minimum of 8 years of experience in Project/Program Management, Manufacturing Engineering, or other related discipline
- Master’s degree with a minimum of 6 years of work experience in Project Management, Manufacturing Engineering, or other related discipline
- Experience as a Functional Manager and leading people across large organizations
- Experience with cost, schedule, project leadership, and/or process improvement
- Experience acting as a liaison between multiple disciplines to solve complex problems with limited resources in a timely manner
- Experience troubleshooting and developing creative solutions to meet customer demands
- Ability to obtain and maintain a U.S. Government Secret Security Clearance
Qualifications
- A current/active DoD Secret Security Clearance
- Project Management Professional (PMP) certification
- Expertise in earned value management, proposal preparation, and/or integrated master schedule (IMS) development
- Manufacturing experience of defense related electronics
- Continuous improvement techniques – Six Sigma, Kaizen, LEAN, Red X, etc.
- Proposal creation and labor estimating
- Technical project management through different parts of the program/project life cycle
- Experience working diverse contract types (CPFF, CPIF, FFP)
- Root Cause Corrective Action (RCCA) Investigation type activities
- Expertise in executive leadership (Director or VP level) communication and engagement
