About the role

The Product Manager will lead the modernization of a critical enterprise application through a multi-year transformation initiative. This role will own the product vision and roadmap while partnering with business stakeholders, technical teams, architects, and vendors to deliver a modern solution aligned with business needs and enterprise standards.

Responsibilities

  • Own the product vision, strategy, and roadmap for the application modernization initiative.
  • Elicit, document, prioritize, and manage business and functional user stories from diverse stakeholders.
  • Translate business needs into clear user stories, acceptance criteria, and product backlog items.
  • Collaborate with solution architects, developers, UX/UI designers, and vendors to define modern technical approaches.
  • Prioritize features and technical work based on business value, risk, dependencies, and strategic objectives.
  • Facilitate Agile ceremonies, including backlog refinement, sprint planning, sprint reviews, and retrospectives.
  • Serve as the primary liaison between business stakeholders and the technical delivery team.
  • Define success metrics and KPIs and track progress against established goals.
  • Support change management, user adoption, and training efforts related to the modernized solution.
  • Ensure the product aligns with applicable security, accessibility, data privacy, and compliance standards.
  • Identify risks, dependencies, and impediments and drive resolution.
  • Provide regular status updates and recommendations to IT leadership and business sponsors.

Requirements

  • 5+ years of experience as a Product Manager leading $10M large-scale public sector modernization efforts.
  • Demonstrated experience modernizing legacy applications or leading digital transformation projects.
  • Strong experience gathering user stories from diverse business stakeholders and converting them into actionable product backlogs.
  • Working knowledge of Agile/Scrum methodologies and tools, including Azure DevOps, Jira, or similar.
  • Experience overseeing and testing large data conversions.
  • Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences.
  • Strong organizational and prioritization skills with the ability to manage competing demands.

Qualifications

  • Bachelor’s degree in Business, Information Systems, Computer Science, or a related field, or equivalent experience.
  • YAFOS Certification.

Skills

  • Experience with enterprise application modernization, such as migrating from legacy platforms or moving to modern architectures.
  • Familiarity with the Microsoft technology stack, cloud platforms such as Azure, or content management systems.
  • Experience with process improvement and business process reengineering.
  • Knowledge of accessibility standards, including WCAG 2.1, and public-sector compliance requirements.
  • Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
