About the role
The Procurement Specialist is responsible for managing the procurement process for goods and services for Collier County, ensuring compliance with County and State procurement regulations.
Responsibilities
- Receives, reviews, and analyzes procurement requests; discusses purchasing needs with requesting departments.
- Determines most appropriate means of procurement and ensures completeness and accuracy of purchase orders.
- Prepares solicitation packages, writes technical specifications, and conducts pre-proposal/pre-bid conferences.
- Organizes and conducts evaluation meetings, prepares award documents, and negotiates contracts.
- Responds to questions and disputes, provides guidance to managers, and maintains files on procurement activities.
- Conducts market research, updates vendor lists, and negotiates contract modifications.
- Maintains performance of contractors and vendors, and handles performance issues.
- Assists with contract administration, dispute resolution, and project management.
- Performs direct material purchases and supports logistics for construction projects.
Requirements
- Bachelor’s degree required.
- Two (2) years of related experience.
- Candidates without a degree should have four (4) additional years of relevant experience.
- Fingerprinting required.
Qualifications
- May be required to possess and maintain a valid Florida Driver’s License with any applicable endorsement(s).
Skills
- Strong communication and interpersonal skills.
- Proficiency in Microsoft Word.
