Position Summary
Provide guidance and support to Mecklenburg County departments in the procurement of goods and services. This position is under minimal supervision, performs basic informal procurement activities, including vendor registration, purchase order completion, spend data reporting, assisting with contract-execution documents, and supporting additional procurement project needs as assigned.
Vendor Support
- Answers telephone calls, correspondence, and requests for assistance from vendors
- Researches and provides information
- Explains County purchasing policies and procedures
- Provides copies of RFP and bid invitation information upon request
Data Collection and Analysis
- Collects and provides initial analysis of data to be used by procurement
- Ensures proposals and quotes are completely and appropriately completed
- Verifies product, pricing information and contacts vendors if needed
- Produces reports tracking contract expiration dates or spending for assigned categories or departments
Financial Record Monitoring and Reporting
- Maintains and analyzes a variety of financial records and data sources
- Prepares related special reports and studies, including cost studies, budgetary reports, and related documentation
Purchase Order Management
- Analyzes purchase order requests
- Confers with department personnel regarding specifications, quantity, and quality of merchandise
- Aids or manages the opening of public bids
- Contacts prospective vendors to determine availability and delivery costs
Contract Administration
- Assists Procurement Analyst in gathering and analyzing required documents for sourcing and enterprise initiatives
Qualifications
- Experience: A minimum of two years of accounting or relevant experience
- Education: High School Diploma or equivalent, combination of relevant education and relevant experience accepted
- Licenses and Certifications: May require a valid North Carolina or South Carolina Driver's License
- Preferred Qualifications: Associate degree in Business or a related field, a minimum of two years of experience in a procurement environment completing procurement transactions related to goods, services, and/or information technology purchasing, Power BI Advanced Excel skills
- Knowledge, Skills, and Abilities: Knowledge of standard local government accounting and purchasing principles and practices, arithmetic, algebra, geometry, calculus, statistics, and their applications, applied learning: assimilating and applying new job-related information in a timely manner, communication: clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the information provided, decision making: identifying and understanding issues, problems, and opportunities; comparing data from different sources to draw conclusions; using effective approaches for choosing a course of action or developing appropriate solutions; taking action that is consistent with available facts, constraints, and probably consequences, computer skills: proficient in various computer applications and software including Microsoft Office Suite
