Procurement Specialist
About the role
The Procurement team at Argonne National Laboratory seeks talented and highly-motivated individuals to join a team of specialists focused on providing procurement support and exceptional service to scientists, engineers, and organizations across the Laboratory. The Procurement Specialist- Subcontracts facilitates the procurement process through the timely and economical acquisition of services required by the scientific and operations organizations within legal constraints of regulatory procedures and statutes.
A successful candidate will have experience delivering exceptional customer service, strong attention to detail, and the ability to manage multiple priorities in a deadline-driven environment. This position is largely remote, however, local candidates are preferred to be able to come onsite when needed for business reasons and must work during Argonne's core business hours in the Central Standard Time Zone.
Responsibilities
- Handle complex and sensitive acquisitions (e.g., staff augmentation, research and development, consulting, demonstration), requiring in-depth knowledge of contracting rules, regulations, and procedures.
- Perform a full range of pre- and post-award acquisition activities.
- Work jointly with personnel across multiple departments (e.g., Program, Finance, Budget, Legal, Export Control, Security, Property Management, Cyber Security).
- Develop procurement objectives; schedule procurement activities to ensure timely contract award; review statements of work for clarity, conciseness, and completeness; determine types of contracts; identify special regulatory or statutory requirements.
- Determine proposal evaluation methodology and assist the Technical Evaluation Team in developing evaluation criteria, supporting and coordinating competitive actions throughout the entire acquisition cycle (solicitation through evaluation, negotiations, and contract award).
- Coordinate and control contract administration activities, interpret contract provisions, ensure consistency in contract administration, and address needs for contract modifications, including termination and closeout.
- Conduct post-award activities such as incurred cost audits and other procurement-related audits.
Requirements
- Minimum of a Bachelor's degree and 2+ years of experience, or equivalent.
- Knowledge of the Service Contract Labor Standards and their applicability to service contracts.
- Experience performing price and cost analyses.
- Experience managing and coordinating assigned subcontract actions.
- Proficiency with Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).
- Effective written and verbal communication skills and effective negotiation skills.
- Strong analytical, strategic-thinking, and attention-to-detail abilities.
- Ability to multitask, prioritize, and manage time efficiently in a deadline-driven environment.
- Ability to provide exceptional customer service with timely and proactive follow-up.
- Ability to work collaboratively with team members to complete duties as needed.
