About the role

The Acquisition Services Management - Governance organization is seeking experienced senior Procurement Analysts to support our Policy, Audit Controls & Enablement (PACE) and Mission Assurance & Compliance Oversight (MACO) teams. In this role, you will serve as a procurement governance subject matter expert responsible for leading complex compliance initiatives, interpreting procurement regulations and policy, supporting critical audit activities, and driving continuous improvement of the Laboratory's procurement system.

Responsibilities

  • Lead the development, implementation, and continuous improvement of procurement policies, procedures, and governance processes.
  • Interpret DOE directives, Prime Contract requirements, Acquisition Policy Letters, and regulatory changes, translating requirements into effective procurement practices.
  • Lead complex compliance reviews, internal assessments, and audit readiness activities, including development and tracking of corrective actions.
  • Evaluate procurement actions for compliance with DOE requirements, Prime Contract requirements, applicable regulations, and Laboratory policies.
  • Provide direct support internal and external audits, assessments, and Contractor Purchasing System Review (CPSR) activities by coordinating documentation, researching procurement actions, and assisting with corrective action responses.
  • Serve as a procurement governance subject matter expert and advisor to procurement professionals, management, and Laboratory organizations.
  • Analyze procurement trends, compliance metrics, and systemic risks to develop recommendations that improve organizational performance.
  • Lead cross-functional initiatives to improve procurement governance, internal controls, and operational efficiency.
  • Represent the Governance Group on complex procurement issues involving internal stakeholders and external agencies.
  • Develop executive-level briefings, policy recommendations, and compliance reporting for senior leadership.
  • Mentor procurement professionals and provide technical guidance on governance, policy interpretation, and compliance best practices.

Requirements

The ideal candidate will have extensive experience leading procurement governance, compliance, and policy initiatives within a highly regulated environment. They will serve as a trusted subject matter expert, providing strategic guidance on procurement regulations, leading complex compliance reviews and audit activities, interpreting evolving regulatory requirements, and driving continuous improvement of procurement governance processes. This individual excels at influencing stakeholders across the organization, managing complex compliance issues, and strengthening the effectiveness and integrity of the Laboratory's procurement system.

Qualifications

  • Minimum Requirements: Governance and Compliance - Extensive demonstrated experience supporting procurement, contract administration, governance, compliance, policy implementation, or audit activities within a regulated environment; Experience leading complex technical or operational projects and contracts; Developing schedules, defining scope, managing priorities, executing work under formal change control to impact key performance indicators.
  • Knowledge and Expertise: Expert knowledge of procurement regulations, governance frameworks, internal controls and compliance requirements with demonstrated experience interpreting and implementing complex regulatory requirements; Extensive experience analyzing contract requirements to ensure compliance with applicable laws, regulations, procurement policies and business procedures.
  • Customer Service & Collaboration: Demonstrated success leading cross-functional initiatives, influencing organizational decision making, and building consensus across multiple organizations; Ability to develop and maintain effective relationships with internal and external stakeholders; Skilled at building trust, resolving conflicts, and delivering accurate, timely information.
  • Organizational Skills & Critical Thinking: Strong attention to detail, analytical thinking, and problem-solving skills; Ability to manage multiple tasks in a fast-paced, dynamic environment; Proven ability to identify, evaluate, and mitigate risks, develop corrective actions, and recommend solutions based on data-driven analysis; Demonstrated success working independently and collaboratively, exercising judgment, creativity, flexibility, and initiative.
  • Business Systems: Proficiency with Microsoft Office Suite, MS Project, Visio, and other project or inventory management tools; Understanding of financial and business operations, including budget management, procurement, and resource forecasting.
  • Communication: Excellent written and verbal communication skills with the ability to influence cross-functional stakeholders, Legal counsel, and senior leadership; Ability to draft and negotiate contractual agreements, policies and business procedures.

Skills

  • Bachelor's Degree in Business Administration or related degree from an accredited institution and 9 years of directly related experience; or an equivalent combination of education and experience related to the occupation.
  • Extensive DOE or federal acquisition experience.
  • Familiarity with the Federal Acquisition Regulation (FAR), Department of Energy Acquisition Regulation (DEAR), and Contractor Purchasing System Review (CPSR) requirements.
  • Experiencing leading procurement evaluation, assessments or audits and corrective action plans.
  • Experience developing procurement policy and governance documentation.
  • Demonstrated continuous improvement experience with quantifiable results.
  • Experience using SAP Ariba or similar enterprise procurement systems.
  • Professional certification such as CPSM, CPCM, CFCM, CPPB or similar.
