Brookhaven National Laboratory’s Business Services Directorate provides high-quality business services to support the Lab's research initiatives by participating in cross-functional teams with a focus on risk mitigation and cost management. The Directorate manages a broad range of financial activities, including planning and implementing the Lab’s fiscal matters and its approximately $900 million annual budget.

About the role

The Procurement and Property Management (PPM) Division supports purchasing services, materials, equipment, and supplies for Brookhaven National Laboratory operations and programs. The division ensures acquisitions are conducted in compliance with the Lab’s prime contract, applicable statutes, and regulations while adhering to high ethical standards. It also oversees the BNL Property Management Program to track and account for government-assigned property.

The Procurement Operations Group Manager will aid the Chief Procurement Officer (CPO) in developing and executing acquisition strategies to ensure an efficient and effective purchasing system. This role oversees a broad range of procurement activities and manages a team of procurement professionals, ensuring the execution of procurement transactions from acquisition planning through subcontract administration. The manager may also assume the responsibilities of the CPO in their absence.

Responsibilities

  • Assist with developing, implementing, and maintaining the Purchasing System in compliance with government requirements and the Lab’s prime contract.
  • Assume responsibility for overall management of the Procurement organization in the absence of the CPO and lead specific initiatives as assigned.
  • Perform procurement management functions, including:
    • Workload assignment and tracking
    • Procurement lead time tracking
    • Workload balancing
    • Acquisition planning
    • Supplier management
    • Risk management, including final decisions on solicitations and contracts up to BSA’s Consent Threshold
    • Customer and stakeholder relationship management
    • Reporting and resource management
    • Quality control and training
  • Assist in the development and deployment of eProcurement tools.
  • Serve as the senior manager responsible for the daily operations of the Procurement function, overseeing pre- and post-award contract management activities.
  • Partner with other senior managers to set and implement lab-wide Procurement expectations.
  • Represent the Procurement organization on committees, work groups, and initiatives as assigned.
  • Develop and execute training for customers, vendors, and procurement personnel.
  • Strengthen compliance through policies, processes, and procedures, and measure results.
  • Interact with the Department of Energy (DOE) to meet all contractual requirements.
  • Participate in self-assessments, audits, and DOE contractor procurement system reviews.
  • Develop and monitor metrics to measure procurement performance.
  • Perform other duties as assigned.
  • Abide by and ensure compliance with all environmental, health, and safety regulations pertinent to the position.

Requirements

  • Bachelor’s degree in business, finance, economics, or a related field.
  • Minimum eight (8) years of business experience in procurement roles within a complex regulatory environment, including knowledge of contractual terms.
  • Four (4) years of experience managing a professional staff.
  • Demonstrated knowledge of contracting, procurement, purchasing, project management, property and inventory management, and contract administration principles.
  • Effective negotiating and communication skills.
  • Ability to lead change and build a consensus-driven environment, working through influence and persuasion.
  • Knowledge of acquisition planning and process improvement.
  • Working knowledge of procurement in a Federal Acquisition Regulations (FAR) based environment.

Preferred Qualifications

  • Master’s degree in a business field or equivalent experience.
  • Certified Procurement Manager (CPM), Certified Federal Contracts Manager (CFCM), or Certified Professional Contracts Manager (CPCM).
  • Working knowledge of PeopleSoft.
  • Working experience with DOE and Department of Energy Acquisition Regulations (DEAR).

Other Information

  • Remote employment may be possible for non-local candidates, with minimal travel to the Lab required.
  • Visa sponsorship is not available for this position.
  • Occasional travel may be required in support of Procurement or DOE activities.
  • Selected candidate must obtain and maintain a DOE Uncleared Personal Identity Verification (UPIV) credential.
  • REAL-ID or REAL-ID compliant documentation is required for site access.

Pay

The full salary range for this position is $147,200 - $244,350 per year. Salary offers will be commensurate with the candidate’s qualifications, education, and experience.
