About the Role
Under the direction of the Director of Supply Chain, this position will be a working manager supporting the supply chain function on the Army Sustainment group of Programs. This role will issue purchase orders and some subcontracts utilizing both foreign and U.S. subcontractors. The position requires identifying the need for and establishing regional agreements for freight, customs, materials, equipment, and some services. The individual must be willing to adjust working hours to accommodate time zones within the INDOPACOM region, including up to 15-hour time differences. This role is considered an expert in purchasing with a solid track record maintaining compliance with company policy and FAR/DFARs.
- Work independently in a high-paced, demanding environment with frequently adjusting priorities and new taskings with little to no advance notice.
- Experience working in the INDOPACOM, CENTCOM, or EUCOM regions or a desire to self-educate on conducting business in these regions.
- Experience working with international subcontractors unfamiliar with US Government prime contracts, including coaching them through the process.
- Provide mentorship and training to junior staff on materials purchasing and compliance.
- Communicate effectively with executive-level leadership.
- Execute and administer various types of Purchase Orders (POs) through close-out, ensuring compliance with corporate policies, legal guidelines, FAR/DFARs clauses, and customer requirements.
- Protect the legal and financial interest of V2X during discussions and interactions with customers and suppliers.
- Draft Request for Proposals, develop source selection criteria, analyze cost/price data, lead negotiation efforts, and review and interpret clauses and legal documents.
- Support internal and external audits and provide program support to customers.
Responsibilities
- Perform a full range of procurement activities associated with the administration of materials POs and subcontracts.
- Qualify suppliers, issue RFPs, evaluate proposals, document cost/price analysis, and execute subcontracts incorporating clauses, terms, and conditions.
- Monitor supplier performance to ensure contract terms and conditions are met while adhering to cost/schedule and mission requirements.
- Document supplier performance using the V2X Subcontract Past Performance Rating System (SPPRS).
- Use judgment to interpret internal and external issues and develop best practices.
- Make recommendations to management on procurement issues and execution of procurement documents.
- Assist in coordination with other functional areas on procurement-related matters.
- Award purchases, authorize funding, review and validate supplier invoices, and monitor balances.
- Use specialized knowledge to solve complex and unique problems.
- Provide subcontract support to the Business Development/Capture Team and formal training to V2X employees when necessary.
Requirements
- Minimum of 5 years of direct experience in purchasing and/or materials management on US Government programs, with at least three years of leadership or management responsibility.
- Experience working with freight forwarders and customs brokers.
- Specialized experience administering contracts/subcontracts, purchasing, or contract administration using various contract types in CONUS/OCONUS in support of US Federal Government prime contracts.
- Thorough working knowledge of the Federal Acquisition Regulations (FAR), DoD FAR Supplement, and other applicable departmental supplements.
Qualifications
- BS/BA Degree or equivalent combination of education and experience (one year of related experience may substitute for one year of education if a degree is required).
- US citizenship required.
- Must retain or be capable of obtaining a security clearance if required.
- Willing and able to travel internationally within INDOPACOM, CENTCOM, or EUCOM regions to remote/austere locations for 1-2 months with limited advance notice.

Pay
USD $100,000 - $150,000. The provided salary range minimum and maximum values correspond to variances between regional/geographic locations across the United States.
