Procurement Manager
Amentum is seeking a Procurement Manager to lead a team of procurement professionals through the acquisition process of materials and services. This is an on-site position located in Falls Church, VA.
About the role
The Procurement Manager is responsible for the procurement function, reporting on critical performance metrics, capture support, and leading vendor performance management efforts. This role acts as a liaison with program management, business operations, procurement, quality assurance, and legal. The manager leads sourcing efforts for funded and unfunded service requirements, recommends acquisition approaches to program stakeholders, and researches new sources of supply. Responsibilities include driving process improvements, ensuring compliance of procurement files, and aligning organizational goals with operational needs.
Responsibilities
- Perform duties as an authorized representative for procurement and supply chain management functions.
- Review resources, procedures, and methods to improve operational effectiveness, utility, and efficiency.
- Recommend, develop, implement, and enforce procedures to increase efficiency and cost-effectiveness.
- Adhere to Amentum and Federal policies for the acquisition of direct and indirect materials and services.
- Ensure compliance of procurement professionals being supervised.
- Develop and administer data-driven business rhythms to measure and report team effectiveness.
- Exercise independent judgment within defined processes and procedures to obtain solutions.
- Ensure budget, schedules, compliance, and performance requirements are met.
- Lead direct reports in using GSCM tools such as Costpoint and OnPoint.
- Conduct regular meetings with direct reports to communicate corporate initiatives and policy changes.
- Coordinate recruitment, selection, training, performance assessment, work assignments, salary, and disciplinary actions.
- Use attention to detail and organization skills to ensure accuracy of subcontracts and proposals.
- Review the work of others to detect errors or needed modifications.
- Direct the work of a diverse employee population.
- Perform research on required spare parts and verify part quotes through suppliers.
- Order spare parts and supplies according to sponsor requirements.
- Maintain a current spreadsheet of spare parts costs for reporting and research.
- Supervise foreign-national buyer assistants for local-market purchases.
- Review and approve purchase orders for legitimacy, price, quality, delivery, and service.
- Meet critical timelines to deliver sustainment support and emergency requirements.
- Determine best value and most expedient logistics routes and vendors.
- Provide oversight of procurement, receiving activities, shipment preparation, routing, logistics, and inventory.
- Ensure compliance with local laws and regulations related to transport of goods.
- Interact with local logistics providers and reach back to CONUS for support on significant issues.
Requirements
- Bachelor’s Degree in Business, Supply Chain Management, or a related discipline. Four years of experience in a related field can substitute for each year of the four-year degree requirement.
- Ten years of experience in supply chain management or a related field.
- Minimum three years of management experience in a purchasing role.
- Experience supporting contingency operations is preferred.
- Valid U.S. or local driver's license and U.S. passport required.
- Active/current Government Security Clearance at the SECRET level at time of hire, with the ability to obtain TOP SECRET access within eight months.
- Preferred: Active TOP SECRET clearance at time of hire.
Skills
- Knowledge of Federal Acquisition Regulations and experience with import/export issues.
- Strong organizational and interpersonal skills.
- Ability to develop and execute effective strategies.
- Progressive record of successful supply chain optimization and change management.
- Experience with CPSR audits, FAR/DFAR regulations, and ACO Consent processes.
- Experience with Costpoint Procurement is preferred.
- Excellent organizational and time management skills.
- Proficient written and verbal communication skills for executive leadership.
- Strong computer skills, specifically in Microsoft Word and Excel.
Physical Requirements / Working Environment
Work is in a normal office environment. Willing and able to travel throughout the United States and internationally as required.
Pay
$20,000–$200,000 per year. Actual compensation may vary based on factors such as job responsibilities, education, experience, skills, internal equity, market data, and applicable laws.
