Essential Duties And Responsibilities
- Contributes to internal purchasing and contracting policies and procedures to confirm compliance with state and federal law.
- Negotiates, drafts, and administers contracts and cooperative agreements.
- Develops and manages templates for consistency of terms and conditions, standard formatting, and inclusion of all required language.
- Reviews vendor contracts for accuracy and ensures terms represent the best interest of the Authority.
- Covers with departments and project managers to implement the standard operating procedures that support the effective management contracts.
- Develops training materials and provide training to staff.
- Researches and analyzes updates to federal and state laws, and other governing directives, policies, and procedures pertaining to contracts.
- Assists procurement team and departments with preparation and processing of solicitations (e.g., specifications for Request for Quotes/Request for Proposals/Request for Bids).
- Provides guidance to project managers on the procurement solicitation and contracting process.
- Performs other tasks as assigned as needed by the General Counsel.
Qualifications
- A Doctor of Jurisprudence degree.
- Minimum of 2 years of relevant experience practicing law, with a focus on state and local government procurement and contracting matters.
- Admission to the State Bar of Texas.
