About the role
The Procurement Compliance Specialist (Buy America) conducts calculations and determines compliance with Buy America requirements for federally funded projects, ensuring the organization uses domestic materials in accordance with regulations.
Responsibilities
- Provide procurement calculations for bids, pre-audits, intermediate audits, final audits, and other requirements.
- Act as the Buy America Act (BAA) expert, assisting in the development and implementation of strategies and risk assessments to support compliance across projects.
- Complete submissions and audit tasks in a timely manner.
- Track, maintain, and sustain all applicable content and statuses for each project and submission.
- Collaborate with Procurement to collect and analyze supplier quotes.
- Work with Supplier Management on assessments, performance and compliance reviews, including supplier auditing support.
- Inform Supplier Development/Management of risks and gaps to optimize procurement strategies.
- Perform internal project risk assessments and audits to ensure process, documentation, and content compliance; prepare for external audits.
- Maintain all necessary documentation to verify performance of activities related to BAA as defined by project requirements.
- Prepare regular reports and dashboards for status reporting and visibility.
- Manage and maintain tools, processes, and work instructions to perform necessary tasks.
- Create and maintain audit documentation and a supporting database of Buy America data and submissions.
- Perform other duties as assigned.
Requirements
- Bachelor’s degree in Business Administration, Engineering, or a related field.
- 2+ years of procurement and/or supply chain management experience in an industrial equipment manufacturing environment.
- Experience with MRP/ERP systems and proficiency with MS Office Suite.
- Excellent verbal and written communication skills at all levels.
- Experience in railroad or transit equipment manufacturing preferred.
- Experience with Buy America Act and Disadvantaged Business Enterprise requirements preferred.
- Ability to maintain strict confidentiality.
