Procurement Compliance Manager

The Tesla Construction Procurement & Compliance team is seeking a Procurement Compliance Manager to support the company's growth and investment in construction projects across North America. Key responsibilities include:

1. Serve as a subject matter expert on construction procurement compliance and state-level regulatory frameworks
2. Maintain and continuously improve contract templates and procurement documentation for construction-related procurements
3. Review and approve supplier onboarding in proprietary ERP system for construction vendors, ensuring compliance with Tesla’s risk and quality standards
4. Conduct rigorous reviews of Purchase Orders to ensure policy adherence
5. Perform monthly tax abatement submission audits for both Tesla direct purchases and contractor purchases
6. Lead the annual Nevada residency headcount audit to ensure compliance with state incentive programs
7. Own and manage the North America (NA) Construction Lien Tracker, proactively identifying, monitoring, and facilitating the closure of liens to protect project timelines and financial integrity
8. Facilitate bi-annual Historically Underutilized Business (HUB) reporting for Gigafactory Texas, including data collection, validation, and submission
9. Coordinate contractor outreach and compliance tracking for PWA requirements in tax incentive eligible programs, ensuring workforce participation and documentation are complete and accurate

Requirements

• Bachelor’s Degree in Business, Supply Chain Management, Construction Management, Engineering, or a related field, or equivalent experience
• 5+ years of experience in construction procurement, contract administration, or supplier compliance, preferably in large-scale industrial or infrastructure projects
• Proven experience in finance, accounting, auditing and/or consulting
• High-level understanding of tax abatement compliance, economic development incentives, HUB reporting, lien prevention, and state-specific procurement regulations
• Proficiency in Microsoft Office Suite
• Excellent analytical, organizational, and problem-solving skills
• Strong interpersonal and communication skills, with the ability to influence cross-functional stakeholders
