PROCUREMENT ANALYST II

About the role

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city through strategic deployment of resources, focusing on crime prevention and addressing quality‑of‑life concerns while building lasting community relationships. The Contract Administration Section oversees all procurements for the NYPD, including construction‑related procurements, plant management, IT needs (software, hardware, system maintenance, special projects such as Gunshot Detection and Body Camera Systems), emergency contracts, and specialized goods and services such as helicopters, firearms, horses, and bullet‑proof vests.

Responsibilities

• Review and process purchase requisitions, procurements, and contract documents.
• Check descriptions and specifications for accuracy and adequacy.
• Consult with agency staff on possible discrepancies.
• Process GSA and OGS intergovernmental procurements.
• Participate in the tabulation and analysis of bids and examination of samples.
• Conduct investigations of bidders and prospective contractors.

Requirements

Must be a permanent incumbent in the Civil Service title of “Procurement Analyst” to be considered.

Qualifications

• A baccalaureate degree from an accredited college or university; or
• An associate degree or completion of 60 semester credits from an accredited college or university, and 12 months of satisfactory, full‑time professional experience in procurement of goods, services, construction or construction‑related services, or professional, technical or administrative experience in contract negotiation/management; or
• A four‑year high school diploma or its educational equivalent and two years of satisfactory full‑time professional experience as described in item 2 above; or
• A combination of education and/or experience equivalent to items 1, 2, or 3 above.
• College education may be substituted for professional experience under items 2 or 3 at the rate of 30 semester credits for 6 months of experience.
• All candidates must have at least a four‑year high school diploma or its educational equivalent.
• To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in item 2 above.

Skills

• Proficiency in the use of PASSPort, Financial Management System (FMS), and Office of Citywide Procurement to process orders and investigate potential vendors.
• Knowledge of the City Procurement Polley Board Rules.
• Excellent interpersonal, verbal, and written communication skills.
• Eligibility for the 55‑a Program (qualified persons with a disability) and for Public Service Loan Forgiveness programs.
