Position Summary
Odyssey Systems has an exciting opportunity for a Principal Strategic Executive Analyst to support the Air Force Life Cycle Management Center Electronic Systems PEO (AFLCMC/ES).
Responsibilities
- Lifecycle Acquisition Facilitation
- Aid government personnel in the preparation, review, and oversight of acquisition documentation.
- Provide recommendations to streamline and improve all phases of the acquisition process for programs.
- Prepare and review reports, papers, briefings, and staff packages for Program Executive Officer (PEO) leadership through appropriate coordination channels.
- Deliver detailed analysis, supporting documentation, and justification for research efforts, including corrective action plans and recommendations.
- Portfolio Integration Support
- Assess and close architectural gaps through management and integration of portfolio programs and relevant external initiatives.
- Provide information, analysis, and recommendations to align research, development, demonstrations, exercises, acquisitions, manpower, and funding.
- Maintain, update, and analyze the acquisition forecast to ensure accuracy and consistency and identify gaps or deficiencies.
- Leverage portfolio integration activities to support out-year budget planning.
- Acquisition Planning
- Draft and review acquisition documentation for initiatives addressing gaps.
- Ensure documentation aligns with policy, guidance, acquisition strategy, technical approach, milestones, schedules, risk assessments, and performance objectives.
- Recommend acquisition strategies and support market research activities.
- Collect, analyze, store, and disseminate acquisition lessons learned.
- Program Monitoring
- Analyze program baselines and schedules.
- Recommend executable options to address changes affecting performance, schedule, or funding, subject to government approval.
- Provide advice and recommendations on acquisition efforts and report program status to the government.
- Support the review, compilation, and staffing of documentation for milestone and major program reviews by senior acquisition officials.
- Conduct independent assessments of portfolio and program risks, planning, and execution.
- Strategic Planning
- Provide engineering, technical, architectural, and acquisition expertise to support strategic decision-making.
- Aid in the development, publication, approval, and maintenance of the PEO Strategic Plan.
- Assess future system architecture alternatives and recommend improvements to planning methodologies.
- Evaluate and report current and projected manpower requirements aligned with strategic objectives.
- Track and report progress on Strategic Plan goals, commitments, and initiatives.
- Integrate Human Capital Investment planning into the Strategic Plan.
- Facilitate strategic planning meetings, steering committees, and off-site sessions.
- Ensure planning documents align with strategic objectives and support leadership decision-making.
- Research, Analysis, and Reporting
- Provide analysis to support situational awareness and issue resolution.
- Conduct and support research assignments to ensure consistency in interpretation and analysis.
- Cook up and coordinate research and analytical efforts with government stakeholders and external or foreign partners.
- Support long-range strategic planning and recommend administrative policies and procedures, subject to government approval.
- Strategic Communications
- Research, draft, and edit articles, speeches, and simony supporting PEO missions, operations, and initiatives.
- Ensure communications align with the PEO’s mission, vision, and goals.
- Develop, verify, and synthesize information from internal sources.
- Recommend message structure, tone, and organization to meet communication objectives.
- Cook up and coordinate messaging for internal and external audiences.
- Edit and refine materials for clarity, accuracy, and consistency.
- Prepare and organize supporting graphics for presentations.
- Citizenship: Must be a US citizen
- Clearance: Must have and be able to maintain a Top Secret Clearance
- Years of Experience: 10+ years of Relevant Experience with 5+ years of DoD related experience
- Education: Master’s or Doctorate Degree in a related field
- Years of Experience: 20+ years of experience with 12+ years of DoD related experience
- Technical Skills: Acquisition documentation preparation and review, Executive-level briefing development, Strategic planning and portfolio analysis, Program schedule and performance analysis, Microsoft Office Suite (PowerPoint, Excel, Word)
- Knowledge: Of DoD acquisition processes and governance
- Interpersonal Skills: Strong written and verbal communication skills
- Ability: To support and interact with senior leadership, Strong analytical and organizational skills, Ability to manage multiple priorities and deadlines, Ability to collaborate with cross-functional teams and stakeholders
- Location: Hanscom Air Force Base, MA
- Travel: Travel may be required at the discretion of the government customer
