Principal Specialst, International Procurement (Remote)

U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract. This position is designated as remote; employees will work primarily offsite but may be expected to travel to the site location as needed. The successful candidate must reside and work from one of the 50 U.S. states (excluding U.S. territories).

Responsibilities

• Ensure accurate and complete requirements for materials and services are communicated to suppliers.
• Understand and execute all Export/Import requirements including supporting telecons, face-to-face meetings, and all Export/Import documentation and reporting.
• Analyze supplier quotes/proposals and perform complex Cost & Price Analysis.
• Negotiate reasonable prices based on price and cost analysis as well as terms and conditions negotiations.
• Place Letter subcontracts, Purchase Orders, and facilitate Change Management on contracts including documentation in EPAD system.
• Manage and report on supplier performance in the areas of cost, quality, and schedule performance as well as material sales reporting.
• Prepare and issue requests for proposals based on required technical, quality, delivery, and Federal Acquisition Regulation (FAR) requirements.
• Manage all metrics related to the desk and contribute to improvements in processes, systems, or products.
• Manage a high-volume desk in a fast-paced environment while consistently meeting accuracy and performance metrics.
• Perform price/cost analysis techniques and place Firm Fixed Price, Letter Subcontracts, and cost-type POs in accordance with FAR/DFARS.
• Proactively manage suppliers to ensure on-time delivery by obtaining accurate status, implementing proper oversight, and recovery efforts.
• Present Root Cause and Corrective Actions to the leadership team based on metrics performance and supplier issues.
• Develop negotiation strategies and lead formal negotiations (Price, Delivery, scope, Terms & Conditions).
• Work closely with the Program and other functional groups (Operations, Quality, Engineering, Program Management, etc.) to achieve objectives.
• Travel up to 25% may be required.

Requirements

• A University Degree or equivalent experience and minimum 5 years of prior relevant experience, or an Advanced Degree in a related field and minimum 3 years of experience.
• Previous procurement experience.
• The ability to obtain and maintain a U.S. security clearance (U.S. citizenship is required).

Preferred Qualifications

• Experience working in Cross-Functional Team (CFT), Integrated Product Team (IPT), and/or project or program management.
• Master’s degree in supply chain, business, engineering, or related field.
• Demonstrated knowledge/compliance with Federal Acquisition Regulations (FAR/DFARS) or within other heavily regulated industries such as pharmaceutical, medical, aviation, or automotive.
• Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price, etc.).
• Analyzing Cost/Pricing Data to determine proposal compliance (FAR 15.4) and/or experience executing a competitive procurement including development of evaluation criteria.
• Understanding of technical requirements of procured hardware and services including Statement of Work (SOW) review.
• Familiarity with the International Traffic in Arms Regulations (ITAR).
• Knowledge of import/export compliance requirements for international business partners.
• Experience procuring complex assemblies for military applications.
• Experience in negotiating terms and conditions.
• Ability to adapt between strategic and tactical tasks.
• Ability to influence team decisions and outcomes.
• Experience in working with development-type procurement.
• SAP-based environment experience.
• Experience implementing/executing supplier recovery efforts.

Pay

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
