Role Overview

As a Contracts -- Principal Specialist you will be responsible for a full spectrum of contract activities, including proposal preparation for both sole source and competitive pursuits, contract negotiations and awards, contract execution issues and administration, support closeouts, and ensuring alignment with contract terms, company policies, laws and regulations, and financial objectives for successful contract execution.

What You Will Do

  • Review and interpret, negotiate, manage a variety of transactions, including Prime Contracts, Subcontracts with other primes, Other Transaction Agreements (OTAs), Non-Disclosure Agreements (NDAs), and Associate Contractor Agreements (ACAs).
  • Advise and/or represent the organization on contract negotiations and administration matters.
  • Support Import/Export (ITAR/EAR) and CUI compliance requirements.
  • Facilitate and ensure constant communication and coordination with the internal/external customer program team.
  • Participate in the review, analysis, and negotiation of Terms and Conditions.
  • Adhere to and comply with standardized corporate procedures and compliance documentation.
  • Respond to stakeholder inquiries in a timely and efficient manner.
  • Disseminate (“Flowdown”) customer contractual requirements within the organization.
  • Act as liaison between internal and external customers.
  • Participate in and/or conduct front-end assessments of proposals, manage cost volume development, work with pricing and estimating, support proposal preparation and submission.
  • Participate in identifying potential contracts and business risks and support managing those risks during contract execution.
  • Work independently on day-to-day assignments while collaborating with a Manager or Senior Manager for mentoring and oversight.
  • Multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge.
  • Copy edit large Microsoft and Adobe Acrobat documents for final submission under tight deadlines.
  • Help ensure business compliance with company policy and practices.

Qualifications

  • Typically requires a University Degree or equivalent experience and a minimum of 5 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 3 years prior relevant experience.
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Experience engaging directly with customers.
  • Experience with US Government procurement and/or Other Transaction contracts.
  • Experience with contract administration and negotiation of proposals and contracts of medium to high complexity, which can include commercial contracts.
  • Willingness to support a hybrid role (mix of in person and remote).

Preferred Qualifications

  • Strong time management and organizational skills.
  • Strong communication and interpersonal skills to work effectively with cross-functional internal and external stakeholders.
  • Demonstrated business judgment and problem-solving skills.
  • Strong skills in Microsoft Office and Adobe Acrobat.
  • Experience in leading and/or administering U.S. Government contracts under the Federal Acquisition Regulations (FAR), and / or Defense Federal Acquisition Regulations Supplement (DFARS) (to include proposal preparation, contract negotiation, change management).
  • Experience working Sole Source Proposals, subject to the Truthful Cost or Pricing Data Act (commonly known as the TINA).
  • Experience negotiating commercial terms and conditions.
  • Experience with OTAs, NDAs, and ACAs.
  • Experience working with universities and familiarity with the Office of Management and Budget (OMB) Uniform Guidance.
  • Experience dealing with Global Trade issues and familiarity with the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
  • Experience interpreting and ensuring business compliance with company policy.
  • Experience working in/with Supply Chain (Subcontracts/Purchasing).

Pay and Benefits

The salary range for this role is 95,500 USD - 181,700 USD. The salary range provided is a good faith estimate representative of all experience levels.
