PRINCIPAL INFORMATION SYSTEMS ANALYST / EMERGENCY APPOINTMENTS HOMELESSNESS
This opportunity is part of an emergency recruitment to address the homelessness crisis declared by the LA County Board of Supervisors. The Department of Mental Health is seeking qualified candidates for Principal Information Systems Analyst vacancies. Under the emergency order, applicants may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment based on a performance assessment.
About the Role
The Principal Information Systems Analyst leads and participates in the development, implementation, or maintenance of highly complex systems. This role involves collaborating with business units, subject matter experts, system users, and vendors to gather requirements and develop systems specifications. The position may also involve supervising a team of analysts and technical staff.
Responsibilities
- Develop systems specifications through requirements gathering, research, and analysis for specialized and complex applications.
- Conduct analysis and planning to revise and update the department's long-range information system plans, business automation plans, and IT strategic plans.
- Solve complex application problems and act as a technical consultant for major system analysis and design efforts.
- Develop contract solicitation documents (e.g., RFPs, RFQs, RFIs, SOWs) and monitor vendor performance to ensure contract deliverables meet requirements.
- Represent the department at interdepartmental meetings and serve on Countywide information technology committees.
- Serve as the system manager for complex application systems, controlling system configuration, release cycles, and change management.
- Analyze, plan, document, and champion changes to business processes, including training and regression test development.
- Perform analysis and manage reporting for project portfolio management and/or application portfolio management.
- Coordinate with vendors to develop and implement solutions to specific problems or objectives.
- Keep abreast of emerging information technology trends and review the application of new technology with customers and department management.
- Oversee the development and maintenance of technical documentation for enterprise or complex systems.
- Serve as a project manager for applications of significant budget and duration, guiding all activities in the systems development life cycle.
- Prepare detailed project plans, assign activities to team members, and monitor and report status.
- Develop, implement, and support project management, systems analysis, software development, and systems implementation tools and methodologies.
- Establish quality assurance procedures and supervise lower-level technical staff as needed.
Requirements
- Graduation from an accredited college with a bachelor's degree in Computer Science, Information Systems, or a closely related field, and four years of progressively responsible, full-time, paid experience in a centralized Information Technology organization performing information systems analysis and design for complex systems.
- OR two years of experience within the last three years at the level of the Los Angeles County class of Senior Information Systems Analyst.
- OR five years of progressively responsible, full-time, paid experience in a centralized Information Technology organization performing information systems analysis and design for complex systems.
Qualifications
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation for job-related essential functions.
- Physical ability to perform light administrative and clerical tasks, including occasional light lifting (up to 10 pounds) and ambulation.

Accreditation: Degrees must be from accredited institutions listed in recognized publications (e.g., American Universities and Colleges, International Handbook of Universities) or evaluated as equivalent by a credential evaluation agency recognized by NACES or AICE.
