PRINCIPAL APPLICATION DEVELOPER / EMERGENCY APPOINTMENTS HOMELESSNESS

This recruitment is part of the LA County Board of Supervisors' emergency response to the homelessness crisis. The Department of Mental Health is seeking qualified candidates for emergency Principal Application Developer vacancies. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment based on performance assessment.

About the Role

The Principal Application Developer provides technical expertise for major system development or maintenance efforts, advises management on technical alternatives, and leads a team of developers on highly technical programs. This role involves solving complex application software and system performance problems, conducting capacity planning, establishing quality assurance procedures, and monitoring vendor performance. Additional responsibilities include assisting in creating Statements of Work, serving as a project manager, and representing the department in collaborative efforts with other agencies and vendors.

Responsibilities

• Provide technical expertise to project managers, department management, and user management regarding major system development or maintenance efforts.
• Advise management on technical alternatives, such as languages, tools, platforms, utilities, and servers.
• Lead and participate in the work of a team of Application Developers engaged in the development or maintenance of highly technical programs.
• Provide technical consulting on long-range information systems planning.
• Program the most specialized and complex applications.
• Solve complex application software and system performance problems.
• Analyze performance data and conduct capacity planning.
• Establish quality assurance procedures.
• Monitor vendors to ensure performance according to project goals and contract terms; report performance problems to management.
• Assist in creating Statements of Work (SOWs) in support of applications development efforts, as needed.
• Serve as a project manager, as needed.
• Represent the department in collaborative efforts with other County departments, outside agencies, and vendors.
• Supervise lower-level application development personnel, as needed.

Requirements

Minimum Requirements:

• Option I: Graduation from an accredited college with a bachelor's degree in Computer Science, Information Systems, or a closely related field, and four (4) years of progressively responsible, full-time, paid experience in a centralized information technology organization, coding, testing, and debugging application programs.
• Option II: Two (2) years of experience, within the last three years, at the level of the Los Angeles County class of Senior Application Developer.
• Option III: Five (5) years of progressively responsible, full-time, paid experience in an information technology organization, coding, testing, and debugging application programs. Progressively responsible is defined as a significant increase in the complexity and scope of responsibility.

License

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Requirements

Physical Class II – Light: This role includes administrative and clerical tasks requiring light physical effort, such as occasional light lifting (up to 10 pounds) and some bending, stooping, or squatting. Considerable ambulation may be involved.

Accreditation: Degrees must be from an accredited institution as defined by the Department of Human Resources. Transcripts or official diplomas must be submitted with your application to verify your education.

Examination Content: During the initial 90-day work period, your performance will be assessed. Those who achieve a passing score will be considered for permanent appointment.
