Principal Drafting Technician (Structural) NY HELPS

About the Role

This position is within the Office of Structures, under the supervision of a Professional Engineer 1. The role supports a variety of structural engineering projects and may include participation in the Incident Command System for emergency response.

Responsibilities

  • Prepare drawings of moderate to complex difficulty for structural engineering projects using MicroStation CADD software.
  • Prepare and check engineering computations of moderate to complex difficulty.
  • Prepare and check quantity estimates.
  • Perform field investigations to collect or confirm data.
  • Develop and utilize complete physical engineering models for design, clash detection, visualization, construction coordination, contract plan preparation, and estimating.
  • Prepare and maintain the Department standard details for bridges (BD Sheets) and the Office of Structures Bridge Manual.
  • Review contractor submittals for construction and fabrication of structural elements.
  • Undertake special assignments to address management needs.
  • Serve a role within the Incident Command System to support regional and statewide emergency response.

Requirements

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Candidates must meet the following qualifications:

Promotional

  • One year of permanent competitive or 55-b/55-c service as an Engineering Geologist, Engineering Materials Analyst, Environmental Engineering Technician 2, Junior Architect, Senior Drafting Technician (all parenthetics), Senior Engineering Technician, or Senior Engineering Technician (Soils).

Open Competitive

  • Four years of drafting experience including at least one year of specialized drafting experience in structural engineering.

Substitutions

  • A bachelor’s degree in engineering, engineering technology, construction technology, architecture, or architectural technology.
  • An associate's degree in engineering, engineering technology, construction technology, architecture, or architectural technology and two years of drafting experience including one year of specialized drafting experience in structural engineering.
  • A certificate in computer-aided drafting* issued by a regionally accredited college or university and two years of drafting experience including at least one year of specialized drafting experience in structural engineering.

Certificates from a Trade or Technical school will be accepted only if the institution is regionally accredited or recognized by the NYS Department of Education. The drafting program must also be accepted.

Candidates may also qualify for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Information

  • Applicants must be currently authorized to work in the United States on a full-time basis.
  • For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment (no examination required), provided candidates meet the minimum qualifications.
  • At a future date, employees hired under NY HELPS will have their non-competitive status converted to competitive status without examination, granting full rights and privileges of competitive class employees.
  • While serving in an NY HELPS title, employees may participate in any promotion examination for which they are qualified.
  • Educational credentials must be awarded by an institution accredited by a U.S. Department of Education-recognized agency. If awarded outside the U.S., independent verification of equivalency is required.

Pay

The salary range reflects the full range for this graded position. New State employees appointed into graded positions start at the hiring rate (beginning of the salary range). Promotion salaries are calculated in accordance with NYS Civil Service Law, OSC Payroll rules, and negotiated union contracts. For more salary information, visit https://oer.ny.gov/salary-schedules.
