Principal Commissioning Engineer - Electrical
Job Summary
The Principal Commissioning Engineer is a subject matter expert responsible for planning, coordinating, and executing complex commissioning, startup, testing, and turnover activities on major industrial projects. This role provides technical leadership across multiple disciplines, supports specialized commissioning processes, and drives safe, efficient system completion from construction through initial operations.
Major Responsibilities
Specialization & Expertise: Provides knowledge and expertise in a particular discipline, subject matter, or specialized process required for CSU (e.g., chemical cleaning, steam & air blowing, meter and relay testing, process operations, nuclear HVAC systems, complex analytical instrumentation such as CEMS, ICs, etc.). Provides technical consultation support to small to medium-sized projects.
Work Planning & Packaging: Analyzes assigned activities to determine the scope, time, and resource requirements. Plans and schedules CSU execution activities including sequence and resource requirements for assigned areas of responsibility typically including complex evolution across multiple disciplines and functions. Provides assistance and guidance for preparation of Startup Work Packages and Test Work Packages for assigned areas of responsibility.
Turnover Coordination: Participates in Construction to CSU turnover walkdowns for assign areas of responsibility. Interfaces with the Field Engineer as required to support component/system turnover. Completes and/or verifies complete ITRs in a timely manner and ensures submittal into the completions system for quantities earning.
Material Mgmt. & Quantities: Initiates requisitions for field purchases and prepares quantity takeoffs of field purchased material and equipment. Tracks field purchases and other purchases required for CSU using procurement systems or other database programs as required. Provides technical administration and supervision of assigned subcontracts. Directs preparation of quantity listings of field purchased material and equipment. Maintains updated subcontractor schedules and provides support to Contract Administrator as required.
Quality Control: Assists other Startup Specialists in interpreting design information, specifications, codes, and regulatory requirements. Performs and/or monitors testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost. Ensures compliance with contract requirements. Supports Startup Specialist, Field Engineer, Superintendents, Foremen, and Craft Professionals, in interpreting Engineering design documents, vendor documents, and other technical documents to properly execute CSU activities.
Es&h: Identifies and resolves/elevates ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices. Provides proactive ES&H engagement to change behavior of other project team members. Executes assigned work per applicable portions of the Integrated Safe System or Work processes. Actively participates as CSU representation and HAZOPS and similar reviews.
Education And Experience Requirements
Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.
Required Knowledge And Skills:
Construction experience assigned to a construction site.
Heavy industrial direct hire construction experience.
Experience in oil, gas, refinery, petrochemical, minerals processing, or power generating station construction.
Knowledge of engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience.
Demonstrated ability to motivate and lead team members effectively & positively in a collaborative team environment.
Demonstrated ability to problem-solve in high pressure situations.
Computer literate in word processing, spreadsheet, and database applications.
Preferred
Experience on an LNG construction site especially along the U.S. Gulf Coast.
Understanding of applicable Bechtel processes including Standard Work Process Procedures.
Advanced knowledge of Project Bechtel Standard Applications (BSAPs) including Setroute, Unifier, Aconex, DSCS, PTR, Agile, Navisworks, and other automation tools which are used on Bechtel projects.
Experience managing technical services subcontracts.
