PRINCIPAL ACCOUNTING SYSTEMS TECHNICIAN/EMERGENCY APPOINTMENT HOMELESSNESS

This opportunity is part of an emergency recruitment to address the homelessness crisis declared by the LA County Board of Supervisors. The County is seeking qualified individuals to support initiatives in housing, mental health, and substance use. Positions are initially temporary (up to 90 days) with the potential for permanent employment based on performance assessment.

About the Role

This position supervises professional accounting systems analysis work related to the review, development, and implementation of large-scale and complex computerized and non-automated fiscal control systems. Incumbents plan and supervise accounting systems projects for major County departments, overseeing a specialized staff and ensuring effective communication of findings.

Responsibilities

• Supervise the study and evaluation of existing departmental accounting procedures, fiscal controls, and accounting forms in both computerized and non-automated systems.
• Supervise the design of accounting systems and controls; direct staff in collaborating with data processing providers for technical development of computerized applications.
• Supervise the evaluation of control systems and the review of audit findings from the County Auditor and external agencies.
• Supervise the preparation of reports supporting requests for exceptions to audit findings.
• Supervise the review of State and Federal laws affecting revenue recovery and accounting procedures for specific health care programs.
• Confer with administrative personnel on fiscal matters, systems review plans, and findings.

Requirements

• Completion of accounting courses equivalent to 21 semester units or 32 quarter units from an accredited college, including courses in cost accounting and auditing.
• One year of professional auditing or accounting experience at the level of Senior Accountant Auditor, Senior Accounting Systems Technician, or Senior Accounting Systems Analyst in Los Angeles County.

Definitions of qualifying experience:

• Senior Accountant Auditor: Supervises and conducts management, performance, financial, and compliance audits of County departments and contract providers.
• Senior Accounting Systems Technician: Supervises professional accounting systems analysis for internal audit, development, evaluation, and review of large-scale fiscal control systems for State and Federally financed programs.
• Senior Accounting Systems Analyst: Acts as lead analyst for complex accounting systems analysis.

Physical Requirements: Light physical effort, including occasional light lifting (up to 10 pounds), bending, stooping, or squatting. Considerable ambulation may be required.
