Preconstruction and Delivery Strategy Manager

Key Responsibilities

  • Develop project CAPEX estimates and validate investment assumptions
  • Maintain benchmark pricing and estimating standards across the portfolio
  • Monitor regional construction cost trends and escalation factors
  • Support portfolio-level capital planning and business case development
  • Develop development and preconstruction schedules
  • Perform constructability reviews and execution planning
  • Lead value engineering initiatives and risk assessments
  • Support logistics planning and long-lead procurement strategies
  • Maintain regional construction metrics, labor intelligence, and contractor benchmarks
  • Track market conditions, material escalation, and supply chain risks
  • Develop databases for historical project costs, schedules, and contractor performance
  • Provide executive insights on market trends and delivery risks
  • Develop and maintain relationships with GCs, trade partners, and key consultants
  • Evaluate contractor capacity, capabilities, and regional market presence
  • Establish preferred partner networks and procurement strategies
  • Support early engagement and buyout planning for major project scopes

Skills & Requirements

  • Minimum Qualifications: Bachelor’s degree in Construction Management, Engineering, or related field or equivalent experience, 10–15+ years of experience in preconstruction or construction management, Strong knowledge of cost estimating, scheduling, and risk management, Experience with contracts, procurement, and supply chain strategy, Strong communication and leadership skills
  • Preferred Qualifications: Experience supporting hyperscale, mission-critical, or large-scale industrial developments, Experience with GC preconstruction processes, estimating, and delivery strategies for data center or mission-critical developments, Strong analytical and TCO modeling capabilities, Experience driving process improvement and innovation
