About the role

Tract is a team of digital infrastructure experts dedicated to accelerating responsible data center growth by developing master-planned data center parks with access to pre-positioned power and fiber in key markets where hyperscale and wholesale demand is growing. Our approach is collaborative with cities and counties to ensure development is targeted for optimal locations to maximize revenue and economic development benefits for the community while being good stewards of the land and minimizing impact on neighbors.

The Pre-Construction Engineer will support large-scale civil infrastructure and land development projects during due diligence, design, permitting, estimating, and procurement. This role will help advance developments throughout the United States from early-stage feasibility through construction handoff.

Responsibilities

  • Support due diligence and early-stage project planning, including site feasibility, site constraints, utility availability, permitting pathways, and development risk identification.
  • Coordinate the design and development of projects, including site layout, grading, road design, stormwater management, wet and dry utility layouts, and other related infrastructure components.
  • Develop and maintain conceptual budgets, quantity takeoffs, estimate comparisons, and cost models to support project underwriting and decision-making.
  • Lead cost optimization, value engineering, and constructability reviews throughout due diligence and design progression.
  • Prepare requests for proposals, support bid packaging, level proposals, and assist with contract issuance for consultants, vendors, and trade partners.
  • Coordinate internal alignment on project document reviews, design modifications, procurement strategies, and commercial recommendations.
  • Support development and maintenance of preconstruction schedules, milestone trackers, and deliverable logs for due diligence, design, permitting, and procurement activities.
  • Effectively communicate with project stakeholders, including architects, engineers, contractors, utilities, Authorities Having Jurisdiction, and internal teams.
  • Establish a strong safety culture from the beginning of the design process to construction handoff to eliminate construction risks wherever possible.
  • Coordinate with Authorities Having Jurisdiction and utility providers to identify permitting requirements, entitlement risks, and approval timelines.
  • Manage contract scope, schedule, and budget of design consultants and preconstruction partners to support permit approvals and procurement readiness.
  • Manage and maintain internal project file storage, design decision logs, and preconstruction documentation.
  • Support transition from preconstruction to construction by organizing assumptions, scope clarifications, permit status, contract exhibits, and turnover documentation.

Requirements

  • Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Construction Management, or an equivalent engineering science OR 5+ years of related preconstruction, design management, or development experience in lieu of a degree.
  • 2+ years of experience in preconstruction, estimating, design management, or vendor management on large commercial, industrial, civil infrastructure, or land development projects.
  • Experience with requests for proposals, bidding, scope leveling, constructability reviews, cost analysis, and consultant/trade partner coordination.
  • 1+ years of experience supporting large-scale civil infrastructure projects, including site development, grading, drainage, and utilities.
  • Proficient working knowledge of eBuilder, Bluebeam, Autodesk, and other construction or design management software.

Preferred Qualifications

  • Preferred background in data center development or construction.
  • Strong knowledge of engineering and preconstruction practices for major site utilities infrastructure (electrical, water, fiber, etc.).
  • Experience supporting early-stage due diligence, permitting strategy, design coordination, and procurement planning.

Pay

Expected salary range: $125,000–$150,000 plus discretionary bonus.
