About the role

The Port Captain oversees day-to-day vessel operations, conducts inspections, and acts as a shore-side representative for a fleet of vessels. This role ensures compliance with company policies, regulations, and customer requirements while coordinating repair work, approving purchases, and participating in incident response and emergency management.

Responsibilities

  • Oversees day-to-day vessel operations and material condition of the fleet.
  • Conducts routine and non-routine inspections of vessels.
  • Acts as shore-side representative for a fleet of vessels.
  • Implements Company policies and ensures vessel personnel operate according to regulations, procedures, and customer requirements.
  • Oversees vessel crew assignments and performs boat visits to monitor safety standards and appearance.
  • Conducts audits, including Transfer Audits, Vessel Safety Audits, Work Place Safety Observations, and Job Hazard Analysis.
  • Coordinates repair work for navigational equipment (Radar, Radios, AIS, GPS, GMDSS, BNWAS, SSAS).
  • Approves vessel purchases and requisitions pertaining to vessel operations for payment.
  • Actively participates in incident and emergency response, including post-incident drug and alcohol testing.
  • Approves new vessel pilot house employees and participates in on-call duty rotation.
  • Cultivates customer relations and reviews vessel employee promotions.
  • Reviews annual performance reviews of vessel crew completed by Captains and conducts Captains’ performance reviews annually.
  • Develops safety messages and “Lessons Learned” for fleet distribution.
  • Tracks expiration of all pertinent documents for vessels and barges and coordinates ABS/USCG inspections.
  • Participates in SIRE audits, vessel personnel training, and HSQE System initiatives.
  • Conducts incident investigations and develops corrective actions.
  • Monitors budget versus actual vessel expenditures.
  • Attends industry/customer meetings as needed and counsels Vessel Captains on crew, budget, and operational issues.
  • Handles special projects as required.

Qualifications

Minimum 5 years of industry experience. Preferred qualifications include experience with Tank Barge Operations (including cargo handling), PIC Endorsement, or a 1600 Ton Master License. A Bachelor’s degree in a related field or equivalent work experience is also preferred.
