About the role

The City of Upland Public Works Department is seeking a strategic, collaborative, and forward-thinking professional to serve as its Policy and Legislative Affairs Manager. This leadership position plays a vital role in advancing the City's legislative priorities, strengthening relationships with elected officials and stakeholders, and ensuring the City remains informed and prepared to respond to local, state, and federal policy developments.

Responsibilities

  • Advocate for policies that align with the City's mission and the Utilities Division's long-term success
  • Research and interpret legislation to develop policy recommendations
  • Create compelling communication materials to represent the City professionally before legislative bodies, community organizations, and regional partners
  • Build productive relationships with a variety of stakeholders, including elected officials, community organizations, and regional partners
  • Provide strategic advice to executive leadership on initiatives that support the City's mission and the Utilities Division's goals

Requirements

  • Five (5) years of progressively responsible experience in government and public affairs, or legislative analysis and outreach preferably in a public utility, including one year at a supervisory or lead level
  • A strong background in government relations, legislative analysis, strategic communications, and public affairs
  • Exceptional written and verbal communication skills, sound judgment, political awareness, and the ability to build productive relationships with a variety of stakeholders
  • A Master's Degree in Political Science, Public Policy, Public Administration, Business Administration, or a closely related field is preferred but not required

Qualifications

  • Education: Graduation from an accredited four-year college or university with a major in political science, public policy, public administration, business administration, or a closely related field.

Pay

$142,033 - $181,274 annually

Schedule

Full-time, 12 months per year, 10 hours per day, 4 days per week (Monday through Thursday 7 a.m. to 6 p.m., possible nights and weekends)
